Code Enforcement Officer/ Plan Reviewer - Morgan County

Morgan County Planning and Development is seeking qualified individuals to fill the position of Code Enforcement Officer/Plan Reviewer. Our ideal candidate is detail oriented and will have a strong background in building and, code enforcement. The candidate will have a working knowledge of State and County codes as well as safety regulations.
Essential Responsibilities & Duties
- Receive and respond to complaints regarding zoning violations and other State and County Code violations.
- Review plans and specifications submitted for building permits for compliance to applicable codes, ordinances, and relevant laws.
- Receive and respond to complaints regarding zoning violations, debris, solid waste, abandoned or inoperative vehicles, weeds, illegal occupancy, substandard buildings and other State and County Code violations.
- Research property ownership, variances, use permits and other documentation regarding the property in question.
- Conduct field investigations to verify facts regarding potential violations.
- Contact property owners and schedule on-site inspections and gather legally acceptable information related to violations.
- Confer with and provide information to developers, property owners and others regarding code requirements and alternatives on County policies and procedures and whenever possible, resolve complaints and problems.
- Review construction plans, blueprints, and specifications to ensure compliance with building codes, zoning regulations, and safety standards.
- Work closely with and provide feedback to architects, engineers, and project managers regarding potential issues or needed corrections.
- Prepare reports detailing review findings and recommended actions.
- Read and be able to convey violations verbally and in writing.
Necessary Knowledge, Skills and Abilities
- Knowledge of building codes, zoning laws, and related regulations.
- Ability to read and interpret blueprints and construction plans.
- Strong analytical and problem-solving skills.
- Ability to learn computer programs such as Bluebeam and Civic Review.
Education, Experience & Certificates
- "Special Functions Officer" certification preferred.
- Consideration will be given for military service and Special Functions Certification.
- Proven work experience as a Plan Reviewer, Architect, or in a similar role.
Special Qualifications
- Must be a United States Citizen, or a legal permanent resident.
- High school diploma or equivalent.
- Must be at least 18 years of age at the time of appointment.
- Must possess a valid Driver License.
- Must have no felony or domestic violence convictions.
- Must complete safe driver training before operating County vehicles.
Physical Demands and Work Environment:
- This position requires the candidate to frequently walk, stand, climb, lift, and stoop.
- This position is requires the candidate to be able to lift up to 50 pounds.
- The candidate may be exposed to extreme temperatures.
- The candidate must have the ability to recall and retain information.
- This position involves computer work which requires sitting for periods of time.
- This position is a combination of office and field work.
SALARY/BENEFITS: The County participates in the Utah Retirement System and currently provides medical, dental, vision and life insurance. Morgan county pays 90% of medical, dental, and vision insurance.
