The City of Saint Charles Human Resources Department is currently recruiting for the position of Code Enforcement Officer. The purpose of this position is to inspect residential and commercial property for compliance with mechanical codes, property maintenance codes, zoning codes and city ordinances.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Inform and advise the general public, contractors, property owners, architects, engineers, developers and others regarding inspection activities, rental requirements, violation correction procedures, building standards, codes and zoning matters.
- Perform inspections on new structures and existing structures for handicapped accessibility requirements, zoning codes, property maintenance codes, and city ordinance.
- Notify builders, contractors, home owners, tenants and business owners of code violations.
- Receives and responds to code violation complaints.
- Perform follow-up inspections for corrected violations.
- Maintains records of inspection activity.
- Act as inspection and code enforcement liaison to other agencies.
- Assist the Building Division in performing inspections of new construction on an as-needed basis as assigned.
- Issue citations, manage court cases, and provide testimony to the Municipal Court.
- Efficient in Microsoft Word and Excel and other typical office software.
Minimum Training and Experience Required
- Vocational or technical training in building codes, zoning codes, property maintenance enforcement, building inspections, building trades or related area is preferred, alternatively two years general building construction or related experience may be substituted for the training.
- Previous code enforcement or law enforcement background is also highly desirable.
- Property Maintenance certification required within 6 months of hire date.
- A valid driver's license required.
- Any combination of education and experience that provides equivalent knowledge, skills, and abilities.
Physical Abilities Required to Perform Essential Job Functions
- Ability to work under moderately safe and comfortable conditions where exposure to construction site environmental factors such as temperature variations and extremes, toxic agents, noise, machinery, wetness, electrical currents, irate individuals and/or dust, may cause some discomfort and where there is a risk of injury.
