About the Job
The County of Riverside's Housing and Workforce Solutions (HWS) Department is seeking a highly motivated and experienced Community Action Program (CAP) Supervisor to join our dynamic team and lead impactful community initiatives. This position will report to the Community Action Partnership unit based in Riverside, CA. CAP is a Division of the County of Riverside Department of Housing and Workforce Solutions (HWS). CAP is an agency that assists low-income families in breaking the cycle of poverty through strategic community-public-private partnerships. These partnerships focus on enhancing the financial capacity of residents and the nonprofit sector.
The selected candidate will oversee project planning and execution, administer and manage community action programs, lead, supervise, and provide guidance to line staff and lead staff, and serve as the primary point of contact for communication with executives, non-profits, and local partners. The CAP Supervisor will also manage government reporting requirements for state-run programs funded federally, assess and evaluate program data, and collaborate with other divisions for continuous improvement, prepare for and manage annual audits and desk reviews to ensure program compliance and effectiveness. Additionally, the incumbent will perform other duties as assigned.

The County of Riverside's Community Action Partnership is committed to serving the most disadvantaged residents of Riverside County and helping them move out of poverty toward self-sufficiency. We offer a variety of programs and services based on local community needs in an effort to end poverty in Riverside County. We are dedicated to working with our Community Action Commission that is comprised of public officials, low-income representatives, and private sector representatives.
EXAMPLES OF ESSENTIAL DUTIES
• Plans, organizes, directs and coordinates programs for the poor throughout the county; implements and modifies program policy as necessary; coordinates, monitors, and evaluates program activities and effectiveness; manages agency facilities, leases and security systems and procedures.
• Supervises the planning process and informs the department and community based organizations about programs designed to meet the needs of the poor; coordinates and conducts community forums and annual plan; assembles information on available funding programs, methods of application and benefits and program participation requirements; provides technical assistance.
• Supervises, hires, trains, assigns work and evaluates staff performance; initiates disciplinary actions as necessary.
• Represents the department and the County on State and regional boards and technical work groups as assigned; conducts education outreach activities; participates in interviews for radio and press releases; meets with elected and appointed public officials concerning anti-poverty programs.
• Develops and coordinates short and long-term program planning; writes program prospectus; writes grant applications and requests funds from a variety of public and private sources; develops and audits contracts; prepares, monitors, and adjusts program budgets.
• Supervises the maintenance of a comprehensive reference library on State and federally funded programs; keeps abreast of all local, State, federal, and other regulatory agency laws, rules, regulations, policies and procedures applicable to area of assigned responsibility.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree, preferably with major course work in business administration, public administration, social science, or a related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equaling 30 semester or 45 quarter units.)
Experience: Considerable management or supervisory experience in a public or nonprofit human services organization involved in the research, analysis, planning, and evaluation of grants and other local, State, and federally funded programs. (4-5 years of experience preferred)
Knowledge of: The principles, practices, and techniques of program management including fiscal and budget management; supervision; principles of community organization; contract development, negotiations, and compliance; anti-poverty programs; problems of the homeless; perceptions and attitudes of individuals and groups within local communities concerning the poor and the homeless; applicable funding sources; computer applications for planning, evaluation and statistical methods; principles of planning, organization, and coordination.
Ability to: Plan, organize, evaluate and direct a program area; define program objectives; develop funding sources from public agencies and private organizations; negotiate effectively with vendors; foster a positive public image for anti-poverty programs; collect and evaluate data; establish rapport and communicate effectively with individuals from all segments of the local community; speak effectively in public; train and supervise others; prepare and manage a complex budget with multiple governmental and private funding sources; keep detailed records; interpret and implement governmental rules and regulations applicable to assigned programs; develop and modify policies, procedures and directives; compose grant and/or related funding proposals; write a program prospectus and clear and concise reports; generate community resources.

Other Requirements

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
