What you will do:
This position is responsible for performing direct supervision activities, providing guidance on incident handling policies, procedures, and the handling of unique situations, and developing policies and procedures. Other responsibilities include participating in court and administrative hearings, conducting research, querying of multiple computer programs or databases, and interpreting and reviewing documents related to resident complaints and code violations.
The individual for this position must be knowledgeable in the area of compliance services work, and be an engaged manager and coach who performs their duties with integrity and positive energy to share and encourage professional development of staff. The Compliance Services Manager requires the ability to maintain a calm and professional demeanor under stressful conditions, as well as experience training others in complex nuanced subjects, exercising sound judgement, and demonstrating effective problem solving and decision making skills.

Additional information on job responsibilities:
- Report directly to the Assistant Director to develop and implement compliance strategies that align with city's goals and regulatory requirements.
- Develop and implement compliance strategies and programs to ensure adherence to regulations and policies related to building codes, parking ordinances, and housing standards.
- Supervise and mentor a team of code officers, parking officers, and multifamily housing inspectors to ensure compliance with local, state, and federal regulations.
- Conduct regular reviews and audits of compliance activities, identifying areas for improvement and ensuring adherence to established protocols.
- Prepare regular reports for senior management and stakeholders, outlining compliance activities, challenges, and accomplishments.
- Serve as a point of contact for community members regarding compliance issues, providing guidance and resources as needed.
- Participate in inter-departmental meetings to align compliance initiatives with broader organizational goals.
- Additionally, you will be expected to perform other duties as required to support the departments mission and objectives.

- Position schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m.
- Our team follows a hybrid schedule working in-office 350 Commercial St. NE 3 days a week and remotely for the rest with manager approval. This is subject to change based on business needs.

What are the minimum qualifications?
- Must pass the pre-employment background check, or the Transportation Security Administrator (TSA) criminal background check depending on area of assignment.
- Must have an Oregon Driver license and a driving record that meets the City of Salem’s driving standards.
- Bachelor’s degree from an accredited college or university in business or public administration, or a related field, and six years of progressively responsible professional managerial experience, including managing supervisory staff, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential functions of work.

- Master’s degree preferred for some assignments and may substitute for 2 years of progressively responsible managerial experience.

- Designing and facilitating training programs for staff on compliance regulations, enforcement procedures, and customer service best practices;
- Demonstrating the ability to resolve conflicts related to compliance issues, and ensure fair outcomes;
- Ability to work closely with other governmental departments and agencies to coordinate compliance efforts and share resources;
- Ability to effectively implement standard operating procedures to enhance operational efficiency and compliance outcomes;
- Collecting and maintaining accurate records of compliance activities and findings, and preparing reports for the Assistant Director and other stakeholders that highlight trends, challenges, and recommendations for improvement;
- Effective communication with the community and stakeholders at all levels.
