Credence Management Solutions, LLC (Credence) is seeking a CON-IT Site Representative to support the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base, Ohio.
AFLCMC/PK is headquartered at Wright-Patterson AFB, OH. The mission of AFLCMC/PK is: Contracting Professionals delivering war-winning capabilities through premier business advice; providing agile, innovative, responsive business solutions; and delivering Dominant Airpower.
Responsibilities include, but are not limited to the duties listed below
- Solely responsible for data migration support.
- Assist with beta testing new CWS versions as required; shall be available for travel within the CONUS for USAF trainings specific to CON-IT; and shall support the development of an initial roll-out CON-IT training plan for the most effective rapid deployment through AFLCMC/PK at WPAFB.
- Conduct hands-on training classes for CWSs including teaching required courses IAW this PWS, developing and presenting training plans, and providing training in a CWS administrator con
- Develop electronic training materials with Government-supported software packages including but not limited to Blackboard and PDF/MS PowerPoint training modules.
- Provide feedback and planning oversight for training support purposes.
- Present Introduction to the CWS (ConWrite and/or CON-IT) Courseon an ongoing basis.
- Develop/craft courses to address system tool refinements, as well as to mitigate user-error trends identified by the CWS Help Desk.
- Support the AFLCMC/PZCY help desk as required, including but not limited to: CWS help desk support; troubleshooting common user problems; researching out-of-balance contracts; auditing various contract records; and reporting findings to AFLCMC/PZCY team members and/or outside users.
- Analyze help desk ticket submissions to identify user-error trends and PZCY continuous improvement opportunities, and to provide support on any other identified tasks.
- Responsible for scheduling training classes for Wright-Patterson AFB personnel and support contractors; maintaining records of training class attendance; and maintaining files and forms within established file plans.
- Serve as backups for each other for software deployment support, and help desk support; and limited backup for training support, and administrative tasks.
- Gain and maintain proficiency with CON-IT as the system is developed and deployed, in tandem with AFLCMC/PZCY’s expertise.
- Provide project management expertise through reporting, scheduling, and leading meetings to align efforts of directorates and divisions with AFLCMC migration goals.
- Take initiative and complete the mission as requested.
- Interpret and provide guidance to AFLCMC contracting and CWS administrator personnel relating to Federal, DoD, USAF, AFMC, AFLCMC, and private-sector contracting principles, laws, statutes, executive orders, regulations, and procedures.
- Assist with maintaining a centralized training SharePoint page.
- Support integration of data analytics and CWS information into reports as required by AFLCMC/PZCY.
- May augment the ConWrite helpdesk during the course of normal operations, as required.
- Support leading AFLCMC/PK data migration from legacy CWSs to CON-IT. This data migration shall include, but is not limited to, supporting the revisions and implementation of an AFLCMC/PK CWS data migration plan.
- Communicate and collaborate with other CON-IT site representatives (also known as site leads) to integrate efforts across technical and contracting functional teams.
- Identify and advise users on tactical solutions to issues they encounter transferring data from the legacy CWSs to the CON-IT
- Assist and help resolve any problems users experience in order to keep migration actions on schedule.
- Support technical information needed to carry out the migration process, data standards, data sequencing, and other issues with migration.
- Create, recommend, and implement solutions to problems to make migrating contracts Project Data Sheet (PDS)-compliant.
- Formulate and deliver functional contracting recommendations to multiple levels within the enterprise (divisions, directorates, AFLCMC/PZCY, AFLCMC, AFMC, ConWrite Program Management Office (PMO), CON-IT PMO, and SAF/AQCI).
- Resolve migration issues and create new reports within automated migration tools. The Contractor shall operate contract reporting systems, input and retrieve data from them, and solve problems related to them.
- Operate the entire ConWrite suite of applications, including, but not limited to, ConMove, ConAdmin, ConWrite, ConAward, ConWrite Migration Data Cleansing Assistant, and Endgame to perform assigned tasks to assist with database cleanup and maintenance.
Education, Requirements and Qualifications
- Clearance: Secret
- MA/MS and ten (10) years relevant work experience or
- BA/BS and twelve (12) years relevant work experience or
- Fifteen (15) years relevant work experience
- Specialized knowledge required:
- Ten years of Government Weapon Systems contracting and leadership experience with progressively increasing responsibility. This experience can be either through Federal or Industry employment in a major defense acquisition program.
- Familiarity with the FAR.
- Previously held an unlimited contracting officer’s warrant or a Certified Professional Contract Manager certification through the National Contract Management Association.
- Demonstrable hands-on working knowledge and experience in CWSs; specific experience working with ConWrite is preferred, but if candidate has no experience with ConWrite, they will need to come up-to-speed and learn the system through self-study within the first two weeks on the job.
- Working knowledge of data analysis techniques and be highly skilled in both verbal and written communication.
- Demonstrate a mastery of Federal, DoD, USAF, AFMC, AFLCMC, and private-sector contracting principles, laws, statutes, Executive Orders, regulations, and procedures.
- Demonstrated ability to take initiative and complete the mission with progressive levels of responsibility in prior positions held.
- Hands-on working knowledge of and experience with Government contract reporting systems, including how these systems communicate and what type of data they hold; these contract reporting systems include, but are not limited to, the Federal Procurement Data System (FPDS), System for Award Management (SAM), Procurement Integrated Enterprise Environment (PIEE), and Electronic Data Access (EDA).
- Working knowledge of Electronic Data Interchange (EDI) 850 and Procurement Data Standards (PDSs),or quickly become familiar within four weeks of hire through self-study in order to meet contract
