Primary Purpose:
Responsible for the coordination and inspection of all construction and renovation projects in the district. Ensures that all projects are being built according to the contract documents along with all applicable codes and local requirements.
Qualifications:
Education/Certification:
High School Diploma or GED is required.
Bachelors degree in architecture, construction management, or engineering preferred
Special Knowledge/Skills:
Extensive knowledge of construction to include techniques, materials, equipment, time, scheduling and costs.
Ability to read and correctly interpret project drawings, blueprints, and specifications and other construction documentation.
Ability to assess potential problems in the drawings and specification prior to construction.
Ability to offer viable solutions to defects and problems encountered during construction.
General knowledge of building code requirements and local ordinances in the City of Poteet and Atascosa County.
General knowledge of health, safety and facility ADA requirements.
Strong organizational and social skills with the ability to communicate effectively.
Familiarity with school maintenance and operational functions to include general knowledge of campus operations.
Experience/Other Requirements:
8 years of experience as a construction inspector or jobsite superintendent in school construction, with a proven record of supervising construction projects in size and scope of Poteet ISD.
Experience with the design and installation of all construction disciplines.
Personal cell phone is required to handle district related business, including after hours, or when away from the office or district business.
Major Responsibilities and Duties:
- Coordinates all construction projects in the district; these include projects that are publicly bid and built by general contractors, and projects built with our own special projects crew and maintenance personnel.
- Consult with city, county, state, and federal officials to ensure conformity with codes and ordinances regulating school district’s construction projects.
- Coordinates on-site inspections of all major renovation projects on district facilities to include roof areas, above ceilings, mezzanines, crawl spaces and basements.
- Coordinates and participates in the inspections of construction projects by the Construction Inspectors and the Maintenance personnel, to ensure conformance with construction documents and regulations and advises consultants of any discrepancies for corrective action by the contractors.
- Coordinates and participates in all scheduled inspections by architects, engineers, permitting officials and consultants.
- Coordinates the transition of building operation from the contractor to the school district, upon final acceptance of the facility.
- Coordinates the appropriate distribution of construction documents within the district. Ensures that all construction project documents are compiled, maintained, and filed appropriately.
- Participates in the pre-qualification and/or approval process for construction consultants, including architects, and engineers, and construction contractors.
- Review and provide recommendations to administration regarding specifications for compliance with the school district’s established facilities standards.
- Assists with the evaluation of bids/proposals for the award of contracts for Board of Trustees approval.
- Provide support to maintenance crews regarding established and recommended priorities for the school district built construction projects.
- Prepares and submits building permit applications to the city for modifications to district’s owned facilities when construction is to be done by the special projects crew and/or facilities maintenance personnel.
- Coordinates daily construction inspections with the construction inspectors. Provides answers to questions brought up by either the consultants, or the contractors through the consultants.
- Attends all project meetings from pre-bid through close-out and documents progress on all construction projects in the district. Verifies completion of all punch list items.
- Coordinates with consultants and contractors in the timely correction of deficiencies under warranty, as reported by the end user.
- Works amicably with contractors, subcontractors, suppliers, engineers, architects and consultants on all construction projects, while protecting the interests of the district.
- Works with local public officials, regulatory agencies, utility companies, and TXDot to expedite the construction process.
- Coordinates and supervises Poteet ISD built projects as necessary.
- Estimates costs of construction and renovations projects for Poteet ISD built projects.
- Coordinates all construction on active campuses with contractors, principals and staff, paying special attention to the health and welfare of the students and staff.
21. Reviews requests for payment from contractors.
22. Maintains a strict “no conflict or interest” policy, not accepting gratuities or things of value from any vendor, contractor, or professional consultant.
- Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records.
