Job Overview:The Construction Estimator (Estimator) is responsible for the timely, efficient, cost estimate preparation for Delivery Order Construction Contract (DOCC) projects assigned to the organization using constructions plans, blue prints, Unit Price Book (UPB), and other associated pricing indexes and materials. For approved projects, the Estimator will evaluate if project related costs align with the percentage of work in progress. This individual provides administrative support and partners with all project principals to ensure the accurate oversight of cost expenditures as they relate to cost proposals, bid specifications, change orders, budget tracking, and progress payments. The Estimator provides administrative support for project close-out, requests for information (RFIs), submittals, and schedules.
Salary Range: $80k - $130k /yearly

Responsibilities:Essential Duties & Job Functions:
- Performs delivery order construction cost estimation including developing work schedules, evaluating proposals, tracking expenditures, recommending adjustments, engaging in vendor follow-up, analyzing scopes of work and similar cost estimating responsibilities.
- Reviews contract documents and project modifications to assist Superintendents with developing scopes of work and field changes.
- Attends preconstruction meetings and site visits to provide technical expertise for scope of work and project expectation clarifications as well as to identify risk, safety, security, logistic, and schedule challenges. Reports ongoing hazards to the Environmental, Health & Safety Department.
- Identifies and assigns material and labor costs to the take-off lists.
- Prepares sketches identifying construction details and materials lists.
- Prepares and summarizes task and subtask estimates including rate and unit cost determination.
- Determines methods, specifications, materials, construction codes, and schedules necessary to estimate and complete projects.
- Obtains timely quotes and estimates for material, labor, and services required to develop cost proposal.
- Analyzes, challenges, and verifies subcontractor quotes and estimates for accuracy and best value.
- Utilizes pricing manuals, program software, and other devices such as adding machines, calculators, etc. for the calculation and analysis of job estimates.
- Utilizes scheduling software to develop sequence and activity duration schedules for each proposal.
- Actively develops Gordian unit price book (UPB), local and national databases, with each estimate to maximize efficiency, optimize cost savings, and increase construction quality by facilitating the addition of repetitive and large quantity items. This will include establishing a solid working relationship with the UPB local/regional representative.
- Develops mechanisms to evaluate bid process and job progress delays in order to track and incorporate into proposal, i.e. outage delays, access delays, etc.
- Generates Purchasing Requisitions for all jobs to initiate subcontractor procurement.
- Reviews delivery order documents for accuracy prior to subcontractor award and start date.
- Coordinates and facilitates kickoff meetings for each project prior to commencing work.
- Coordinates with subcontractors and Superintendents to initiate supply and material procurement.
- Utilizes production rates and progress to develop and submit status reports to project principals.
- Facilitates subcontract, Superintendent and Project Manager Meetings for project updates including developing modifications, field changes and credit proposals for scope changes.
- Inspects subcontractor and other service provider work to ensure contract compliance, validate labor and material requirements, and facilitate inspection reports.
- May attend and assist with final walkouts for scope of work clarifications punch list generation, closeout procedures and satisfactory project acceptance by the government.
- Develops new and maintains existing project tracking and reporting tools/logs.
- Implements resource leveling and equipment scheduling across multiple projects to ensure work is completed efficiently and within scheduled timelines.
- Actively pursues outstanding proposals, as well as resources to accomplish them, through award or cancellation.
- Communicates daily with DOCC administrative, management and finance personnel for project updates.
- Develops and fosters a relationship with Quality Control to assist with scopes of work and clarification of tasks.
- Assists with billing and procurement administrative processes as well as superintendent duties as needed.
- Accumulates, evaluates, and tracks/trends historical cost data, and construction procedures/methods to develop and maintain current estimating standards and databases.
- Builds solid partnerships with subcontractors as well as assists with expanding network of subcontractors including partnering with Procurement for these initiatives.
- Monitors and recommends, regularly, DOCC process improvements.
- Develops and participates in DOCC related presentations, as required.
- Develops tracking mechanisms for reports trailing and current revenue streams.
- Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing networks, and participating in professional societies.
- Mentors and trains other employees as necessary.
- Performs other responsibilities as assigned and required.
Mandatory:
- High School Diploma or equivalent GED.
- Five (5) years direct experience estimating and managing construction projects and activities to include supervising construction personnel, subcontractors and professional customer support.
- Ability to pass pre-hire background and drug screen.
- U. S. Citizenship.
- Ability to obtain and maintain required intelligence community level clearance.
- Valid state driver’s license.
- Ability to lift 50 pounds.
