SUMMARY
Eagle Eye, LLC, a subsidiary of Bering Straits Native Corporation, is currently seeking an entry level Construction Estimator for our Colorado Springs, Colorado office. This position is responsible for preparing detailed, responsive cost volume proposals in response to government and private solicitations. Individual must possess the ability to review and extract requirements from formal solicitation documents (Plans and Specifications); solicit and obtain quotes for materials, equipment, and subcontracted tasks, and manipulate large work breakdown structures developed to support task totals; highly proficient with MS Excel to accurately develop and refine complex formulas and linkages on cost spreadsheets. Successful candidates will be willing to learn conceptual planning, understand preliminary design, understand what design-build process is, understand design-bid-build process is, able to work independently and be comfortable interfacing with all members of the design, construction, and management teams.
Responsibilities:
ESSENTIAL DUTIES & RESPONSIBILITIES

- Review Government Requests for Proposals (RFP) and Invitations for Bid (IFB) to determine specific cost requirements ensuring proposals are prepared timely and in accordance with requirements.
- Develop formats for cost proposal data to comply with Government requirements and prepare spreadsheets using Microsoft Excel or other estimating software.
- Ability to develop, refine and format advanced formulas in MS Excel.
- Learn to develop detailed quantity take offs based on construction drawings and conceptual designs.
- Learn to develop accurate and detailed cost estimates and be able to distribute specific costs accurately utilizing work breakdown structures or other cost allocation methods.
- Participate in strategy meetings and provide input on cost related matters as required, including cost strategy for initial proposal and subsequent revisions.
- Learn to perform cost proposal reviews, evaluating formula integrity and responsiveness to Government RFP, make recommendations on methods, procedures, and techniques for refinement of proposal.
- Prepare cost/pricing presentations for management as requested/required.
- Review the scope specified within the RFP from a fully designed bid package and prepare a detailed all-inclusive cost estimate.
- Review the scope requirements of a conceptual statement of work and prepare a detailed conceptual estimate.
- Prepare a written scope of work including bid clarifications/assumptions included in the conceptual estimate.
- Prepare proposal packages and RFQ’s and solicit pricing from multiple subcontractors for each division of work per the RFP requirements.
- Manage pre-bid RFI’s and field bid questions from potential subcontractors.
- Review quantities and ensure there is a fair and reasonable representation of scope.
- Review the material pricing and validate against industry standards.
- Learn to prepare detailed breakdown of components and elements of estimates for systems and subsystems (Work Breakdown Schedule (WBS))
- Learn to prepare a construction schedule utilizing both Microsoft Project and Primavera P6 software.
- Perform other duties as assigned.
Qualifications:
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO’s)
- Senior or Graduate in Construction Management, Engineering or related field, or 5+ years’ experience in the construction industry at a Senior Foreman or above position
- Willing to learn and become proficient with estimating software such as e4Clicks and/or large-scale estimating software
- Understands what a cost proposal and work breakdown structure are
- Understands various contract types including FFP, Design/Build, and Design/Bid/Build Contracts.
- Ability to write, review and or edit cost narratives as required.
- Willing to learn and become proficient with On-screen Take-off or other quantitative software.
- Demonstrated proficiency utilizing standard MS Office applications (including Excel, PowerPoint, and Online meeting software platforms).
- Experience with Adobe Acrobat and/or Bluebeam
- Willing to learn and become proficient with Microsoft Project and/or Primavera P6 software.
Knowledge, Skills, Abilities, and Other Characteristics
- Minimum of 0-3 years of relevant cost estimating experience.
- Ability to manage the workload including setting priorities and meeting schedules effectively.
- Ability to communicate effectively, orally and in writing.
- Comprehensive knowledge of subcontractor/vendor relations and processes.
- Must be task oriented, self-motivated with the inherent ability to multitask, work under pressure, meet deadlines and work as team member.
- Must possess outstanding interpersonal skills as well as excellent oral and written communication skills.

WORK ENVIRONMENT
Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.
Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting.
SUPERVISORY RESPONSIBILITIES
- No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS
