Description:Markon is seeking a Construction Management Representative (CMR) is to oversee, manage and inspect the work of various construction contractors performing work for various on-site construction activities. The CMR will manage and inspect projects for progress, workmanship and conformance with the contract documents and existing codes.
Responsibilities:- Arrange and conduct a variety of meetings at various locations and project sites.
- Complete CMR Daily Diary reports for each day of work for each project as assigned.
- Complete weekly field reports for each week of work for each project as assigned.
- Monitor compliance with Accident Prevention Plan and all applicable safety requirements.
- Attend contractor led weekly and monthly safety meetings.
- Document any safety issues on the CMR Daily Log.
- Draft Request for Price Proposals (RPPs) that define work to be performed and cite relevant specification sections including appropriate sketches illustrating work to be performed.
- Prepare Government Cost Estimates with breakdown of labor, materials and equipment costs.
- Review, prepare pre-negotiation objective, conduct fact finding and clarifications with the contractor, and draft Record of Negotiation explaining the cost difference between the Government estimate and the contractor’s proposed cost.
- Confirm certified payrolls have been submitted for all workers, review for accuracy, and perform labor interviews periodically.
- Perform quantity surveys, review and verify the contractor’s monthly progress payments. Provide draft pay estimate and completed Construction Payment Request Approval form to the Government project team.
- Receive, log, and review submittals for completeness and accuracy. Review shop drawing submittals. Track submittals as required through completion of the process and update the Submittal Tracking logs as maintained by each project team.
- Assist in resolution, draft response, track, and follow up on requests for information (RFIs).
- Review Contractor Quality Control (QC) daily reports for accuracy and completeness.
- Review and verify contractor’s project record (“as-built”) drawings are updated to reflect all changes, RFIs, modifications, and work completed before each monthly progress payment.
- Assist in resolving disputes that may arise due to the interaction between the construction contractor and Government personnel.
- Verify that all required O&M manuals, warranties, guarantees, and close out requirements are complete and in compliance with the contract documents.
- Coordinate Structural Tests and Special Inspections (STSI) with the Contractor and Special Inspector. Ensure inspections are completed in a timely manner.
- Perform field investigations, site surveys, and utility investigations as directed.
- Evaluate alternative methods for accomplishing work when requested.
- Perform site visits to off-site locations as necessary at the request of the Contracting Officer.
- Coordinate access and provide escorting to the construction site for contractor personnel and other visitors.
- Works with Financial Analyst to develop risk assessments and risk analysis to solve construction problems
- Works closely with senior project management staff and sister agencies in the field.
- Advise project team of any foreseeable problems that may arise as construction progresses.
- Provides regular project status reports to Project / Program Manager and / or Assistant Director.
- Minimum 4+ year Bachelor’s degree in Engineering, Construction, or other related field from an ABET accredited engineering college or university with a minimum of 8 or more years of relevant construction / engineering work experience; Registered Professional Engineer in one of the 50 states or U.S. Territories, preferably the District of Columbia, Maryland or Virginia.

- Has a Master’s degree in Engineering, Construction, or other related field from an ABET accredited engineering college or university with a minimum of 6 or more years of relevant construction / engineering work experience.

- Has a Doctorate degree in Engineering, Construction, or other related field from an ABET accredited engineering college or university with a minimum of 4 or more years of relevant construction / engineering work experience.
- Active Top Secret Clearance required
