Procon Consulting is seeking a Construction Project Manager / Construction Management Representative (CMR) for a project located in the Selma, AL region. The candidate will have responsibilities that include, but not limited to: construction, design/build, architecture and engineering, space management, and historic preservation of complex construction projects.
Responsibilities and Duties
- Ability to read, interpret and understand the Construction Contract, Plans and Specifications.
- Have knowledge of similar construction work so that the CMR can observe, document and confirm conformance to the contract, plans and specifications. Knowledge in construction practices including applicable building codes, applicable safety regulations, ability to facilitate, understand and document pre-inspections, inspections during construction and post inspections, ability to inspect mock ups.
- Ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level.
- Ability to define and document scope changes either required by the owner or a result of a differing site condition.
- Ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit.
- Ability to read and interpret the construction schedule to evaluate and document progress.
- Ability to evaluate payment requests as they relate to percentages/dollars/activities – services received by the Government that can be paid
- Review, verify completeness and accuracy the Construction Contractor's Division 01 Specifications submittals
- On a monthly basis, review and verify completeness and accuracy of the Construction Contractor's baseline and progress schedules
- Prepare and submit DSC Baseline Schedule Review Checklist, DSC Schedule Update Schedule Review Checklist, and Schedule Update Log.
- On a weekly basis, receive/review the Prime and Subcontractor's certified payrolls and payroll logs for the on-site laborers and mechanics. Review payrolls for compliance with Department of Labor requirements in accordance with the DSC Payroll Checklist.
- Notify the Contracting Officer of any discrepancies, errors, or underpayments found through review of certified payrolls, and assist in obtaining corrected payrolls.
- On a monthly basis, review the Construction Contractor's progress Payment Requests and required supporting documentation and complete the DSC Construction Payment Request Checklist.
- Receive, log, and review Construction Contractor's technical, informational, material, and equipment submittals for completeness, accuracy, and compliance with construction contract documents prior to forwarding to the project team for review.
- Track submittals as required through completion of process and maintain a current Submittal Tracking log.
- The CMR shall reject incomplete or erroneous submittal packages, identify missing information, and require resubmission from the construction contractor.
- The CMR shall only forward complete packages to the project team for review
- Review all construction materials and equipment upon delivery to the site and cross-check with approved submittal. Notify the COR immediately of material deliveries that do not conform with approved associated submittal Requests for Information (RFI). Assist in resolution of, draft response, track, and follow up on RFIs. The CMR shall reject incomplete or erroneous RFIs, identify missing information, and require resubmission. The CMR shall only forward complete packages to the project team for review.
- Review Construction Contractor Quality Control (CQC) Daily Reports for accuracy, completeness, and compliance with construction contract documents. Compare CMR Daily Reports. Immediately notify the COR of discrepancies.
- Review Construction Contractor's Operation & Maintenance (O&M) manuals, warranties, guarantees, and closeout requirements. Verify they are complete and in compliance with construction contract documents. Immediately notify the COR of discrepancies found.
- Assist the Government, as needed, to facilitate, develop and manage documentation relevant to Contract Changes and disputes. This includes preparation of Request for Proposal (RFP) documentation, developing a RFP Log that tracks RFP numbers, issue date, IGE date and amount, Proposal Receipt date, Proposal amount and final negotiated amount. RFP files shall include RFPs, IGEs, Proposals and Documentation of Negotiations and shall be managed and organized by number.
Required Qualifications and Skills
- BS degree in a construction, architecture, or engineering related field is required.
- 10+ years Construction Management Experience on projects for historic preservation, mechanical systems, interior renovations, upgrades or new fit-outs.
- Knowledge of and experience with construction practices directly related to electrical, mechanical, plumbing upgrades on historic structures.
- Demonstrated ability to prepare draft modifications, independent government estimates, responses to requests for information, process submittals, prepare field observation reports and conduct progress meetings and prepare meeting minutes.
- Familiarity with the use of Project Management software programs (are to provide product information on the project management software intended to be used). Familiar with Federal policies, procedures, and workflows will be rated more favorably
- Experience on occupied building renovations, Federal or MEP projects preferred
- Experience with Microsoft Office and Industry Project software packages to include but not limited to latest versions of Microsoft Project, Primavera, AutoCAD, Revit, Prolog, etc.
- Experience with coordinating with architects and engineers to create design and construction documents.
- Experience with reviewing design document submittals, reviewing cost and schedule estimates, collecting, preparing, and reporting programmatic information.
- Fluent in project management principles and how to implement Project Management principles.
- Ability to analyze all relevant project-related information and communicate project status and major issues in writing or verbally.
- Ability to read and interpret drawings and specifications, interpret contract terms and conditions, working knowledge of CPM scheduling, communication skills, intermediate computer skills and Leadership skills.
Preferred Qualifications
- Knowledge of and experience as a Construction Management Representative (CMR) with the National Park Service / Denver Service Center.
Salary is commensurate with experience.
