Description:Markon is seeking an experienced Construction Quality Assurance (QA) Inspector to ensure that construction activities meet contractual quality standards and specifications on a large-scale USACE project.
The QA Inspector will be responsible for field inspections, technical reviews, and documentation of all project phases. This role is critical to the successful execution and timely delivery of the project while maintaining high standards of safety and quality.
Responsibilities:- Three-Phase Inspections: Conduct and participate in the Contractor’s three-phase inspection process, including initial planning and execution, to ensure adherence to contract requirements. Document inspections using RMS.
- Daily Field Oversight: Oversee and document daily construction activities across Civil, Architectural, Structural, Mechanical, and Electrical disciplines. Prepare comprehensive daily reports in RMS detailing work performed, occurrences affecting quality, and compliance with specifications.
- Weekly Reporting: Prepare detailed weekly status reports, offering recommendations and feedback to the COR and presenting at regular review meetings.
- Deficiency Monitoring: Review, track, and document corrective actions for construction and design deficiencies, ensuring timely rectifications and preventive measures are in place.
- As-Built Documentation: Assist the Project Engineer with monthly reviews of contractor as-builts, ensuring accuracy, completeness, and compliance with design specifications.
- Submittal Reviews: Evaluate contractor submittals for compliance with project specifications, recommending approval or providing detailed disapproval comments to the Government.
- Contract Modifications: Provide technical assistance for construction contract modifications, including scope development, schedule impacts, and cost estimations, and document findings for COR review.
- Disputes & Claims: Offer technical analysis on construction disputes and claims, preparing written reports for COR and Contracting Officer review.
- Safety Compliance: Review construction activities in relation to safety requirements for Secured Federal Buildings, documenting health and safety violations and recommending corrective actions.
- Quality Control Reviews: Analyze and provide feedback on the contractor’s quality control plans and techniques, ensuring adherence to USACE and project standards.
- Payment Application Reviews: Review contractor’s monthly payment applications for accuracy and discuss progress with the Contractor and Project Engineer.
- Completion & Warranty Inspections: Conduct final inspections and warranty reviews, documenting findings to ensure compliance and contract closeout.
- RFI Responses: Provide technical support to Requests for Information (RFI), ensuring timely, documented responses within 24 hours.
- Experience: 5+ years of relevant experience in construction quality assurance or inspection roles, preferably on USACE or federal projects.
- Technical Knowledge: Proficient in the use of RMS (Resident Management System) or equivalent construction management software. In-depth understanding of civil, structural, mechanical, and electrical systems in large-scale construction.
- Communication Skills: Excellent written and verbal communication skills with experience preparing detailed reports and documentation.
- Certifications: Preferred certifications include Construction Quality Management for Contractors (CQM-C), OSHA safety certifications, and other relevant industry certifications.
- Experience with USACE: Familiarity with USACE project requirements and federal construction standards is a plus. USACE Baltimore District project experience is highly preferred.
- US Citizen with the ability to obtain a security clearance
