Job Description
Our client is currently looking for a Construction Scheduler to support their contract, assisting NAVFAC Mid-Atlantic, supporting facilities design and construction projects on-site at Portsmouth Naval Shipyard in Kittery, ME.
Job Duties & Responsibilities
- Assist and provide technical guidance to engineers/architects exercising construction oversight and design management of capital improvements projects; scope of projects is typically complex in nature ranging from comprehensive repairs to unique, multi-million-dollar state-of-the-art construction
- Engage with inter-related construction projects associated with high-visibility program initiatives
- Use design bid-build or design-build project delivery methods
- Manage multiple priorities and, when requested, independently develop and provide technical recommendations/ solutions regarding scheduling issues and time impacts on complex problems encountered during the administration of the construction contracts
- Routinely communicate and coordinate with other technical and non-technical NAVFAC personnel within the Facilities Engineering Command (FEC) and the various Field Offices
- Work independently and take required actions through own initiative, using experience and foresight on all assigned projects
- Pre-Construction Award Support
- Provide support during the design phase of projects to ensure an appropriate construction duration is established for major projects or initiatives
- Review scope of individual projects and propose reasonable construction durations to be included in the RFP or solicitation
- Participate in Technical Evaluation Teams (TET) as necessary when selection factors involve the submission of a proposed contractor schedule; review and provide recommendations to the TET Chair
- Post Construction Award Support
- Provide support for schedule requirements on all types and sizes of projects that have encountered schedule slippage; typical duties are associated with modifications, requests for equitable adjustment, and claims.
- Assist field offices in determining if contractor is on schedule
- Review Baseline Schedules and monthly contractor updates to determine validity and conformance to contract requirements
- Assist in validation of impacts to the approved construction schedule
- Review the contractor's TIA proposal and help develop the Government's position regarding delays and/or liability
- Provide analysis on how the contractor can recover, if at all, from current delays to meet the contract completion date
- Develop, maintain, and provide scheduling training to the field office covering basic understanding of network analysis schedules, critical path method, time impact analysis, baseline, progress, and as-built schedule reviews, and software usage
Key Qualifications
- Experience in preparing or analyzing Time-Impact-Analysis as it relates to time extension requests or claims
- Ability to evaluate Contractor’s baseline schedules and monthly updates
- Understanding of NAVFAC scheduling requirements and supporting software
- Ability to manage multiple priorities
- Registration as a Planning and Scheduling Professional (PSP) is desirable
Experience & Education
- A minimum of 7 years of construction scheduling experience utilizing Primavera P6 or its earlier versions is required
- Bachelor’s Degree is required
