Summary:
This field position is for a “triple hat” capable Construction Superintendent. They will be responsible for coordinating, overseeing, and documenting the Field Coordination, Quality Control and On-Site Health and Safety program. This position may require fulfilling all three roles of Superintendent, Quality Control Manager and Site Safety & Health Officer at one time or a single role where those responsibilities are shared on a project. They will promote safety and quality achievement, drive the schedule, coordinate field crews, oversee the implementation of project-specific construction plans (APP, QCP, EPP). This position will be based on Naval Submarine Base Kings Bay in GA.

Responsibilities:
- Possess or be able to secure base access and security clearance in support of work efforts.
- Develop and implement four-week lookahead schedules in coordination with the overall project schedule and communicate the schedule progress to the Project Manager, Client, and Subcontractors.
- Coordinate field crews and subcontractors to ensure timely completion and within budget constraints.
- Communicate regularly with Project Manager and Assistant Project Manager regarding daily progress of the work and any issues encountered.
- Lead weekly meetings with the client as required.
- Perform daily safety talks at the start of each workday.
- Develop and Administer the Quality Control Plan for the project (following NAVFAC/Army Corps Three Phases of Control)
- Develop and administer the Safety Program for the project (following the outline provided in USACE EM 385-1-1)
- Responsible for safety management of the projects
- Support subcontractors on the development of their Activity Hazard Analysis for their definable features of work and ensure in field compliance.
- Conduct field surveys of construction projects to identify and evaluate physical conditions, safety practices, hazardous situations, and compliance with established safety standards.
- Perform project site audits to ensure adherence to company SOPs/policies, project plans and specifications.
- Lead quality and safety investigations on project issues as they arise at construction projects.
- Document construction quality and safety control through the project and maintain reporting requirements, including photo documentation (as permitted) and written reports.
- Identify hazardous workplace conditions and develop strategies to mitigate them.
- Ensure compliance with all applicable federal and state health and safety regulations and maintain necessary record keeping.
- Participate in Occupational Safety and Health Administration (OSHA) inspections and provide inspectors with appropriate documents and safety measures.
- Review plans and specifications to ensure requirements are met for each construction process.
- Certify that all submittals are in compliance with contract requirements.
- Review all shop drawings and material submittals for compliance with plans and specifications.
- Provide material reviews as they arrive at the site against all approved submittals.
- Lead communications on customer concerns and coordinate appropriate adjustments with applicable Construction and Management teams.
- Prepare, conduct, and document 3 Phase Quality Control including; preparatory, initial, and follow-up meetings.
- Receive daily reports, including reports from subcontractors, and include them in the daily report.
- Submit Daily QC and Safety report to the client and distribute internally to the project team.
- Document work progress on site and quality control issues via job notes, photos, and meeting minutes.
- Maintain QC Deficiency log and issue deficiency notifications.
- Ensure effective and timely preventive and corrective actions are taken and recurrence of problems are eliminated or minimized.
- Maintain red-line or as-builts on the project site
- Generate Request for Information (RFI)s in conjunction with the Project Manager
- Maintain testing log and schedule third-party testing.
- Generate and maintain punch lists for subcontractors on site, monitor completions, and collect signed punch list completion sheets.
- Gather, prepare, and submit O&M data and coordinate for Customer Training as necessary.
- Must be able to present self in a professional respectful manner with the coworkers, clients, and subcontractors.
- Daily coordination with client inspector, engineering technician, or quality assurance personnel
- Other duties as assigned.
Qualifications:
- Active secret (or higher) clearance is preferred.
- Thorough knowledge of federal construction and contracting, and experience executing construction contracts for USACE, NAVFAC, USAF, or other Federal Agencies
- Ability to effectively work with a team to achieve project goals.
- Ability to make own decisions and take responsibility for the outcomes.

- Completion of United States Army Corps of Engineers, Construction Quality Management course
- Current OSHA 30-hour training certificate and proof of continued refresher courses
- Current First Aid/CPR certification
- Current USACE EM 385-1-1 training or thorough demonstrated knowledge.
- Excellent communicator and author of reports for quality control documentation
- Knowledge of construction-related technologies, quality activities, and quality auditing
- Ability to read and understand engineering design drawings, specifications, and applicable technical instructions, plans, and reports
- In depth understanding of all Construction Divisions with an emphasis on (SRM) renovation / repair type work
- 8+ years in vertical construction experience desired with 5+ years on projects $500K or greater.
- Minimum of 5 years of experience as a Construction Quality Control Manager
- Proficient computer skills, including but not limited to Microsoft Office, RMS, and eCMS and other applicable programs.
- Residence in St. Mary's or Kingsland, GA is preferred.
Education:
- A Bachelor's degree in Construction Management/Engineering/Science and 5 or more years of project-related federal construction experience
- An Associate's degree in Construction Management/Engineering/Science and 5 or more years of project-related federal construction experience
- A high school diploma and 7 or more years of related field construction experience (must have the last five years in the federal construction market) with additional training or craftsman certifications.
