The Construction Surveillance Technician shall perform verification, testing, and acceptance of collateral equipment to ensure that the materials meet the mission requirement.
Responsibilities
- Coordinate inventory and provide random inspections, testing, and supervision of collateral materials to ensure that the materials meet requirements.
- Document construction and installation of materials with the Government-furnished camera at critical points as directed by the SSM.
- Conduct periodic security inspections for the duration of the project to ensure compliance with the Construction Security Plan (CSP).
- Document security violations or deviations from the CSP in the daily activity log and notify the Site Security Manager (SSM).
- Ensure access control procedures to the site are implemented.
- Complete weekly, monthly, and quarterly contract Deliverables as required.
- Make recommendations to the SSM applying mitigation requirements for countermeasures in accordance with the TEMPEST construction principles.
- Provide direct advice regarding security requirements to field personnel accomplishing routine activities and communicate issues for resolution to the Contracting Officer Representative (COR) and SSM for action, should security risk occur.
- Attend meetings as required and communicate requirements to the COR and SSM.
- Observe receipt, inventory, storage, and expenditure of materials.
- Complete company and contract-required training according to established policies and procedures.
- Complete the timesheet daily in the company time recording system.
- Other duties as assigned.
Qualifications
- High School Diploma or GED equivalent required.
- 3+ years of experience in at least one of the following areas of expertise:
- Construction security surveillance,
- Technical Surveillance Countermeasures,
- Industrial or Government security involving counterintelligence,
- Construction quality assurance, or
- Hands-on supervisory construction experience
- Must be a US citizen
- Must have completed the CST/CAG (Construction Security Technician/Cleared American Guard) course (or equivalent), as well as an applicable TSCM (Technical Surveillance Counter Measures) course (or equivalent).
- Top Secret clearance required.
Knowledge, Skills, and Abilities:
- Must have thorough knowledge of the ICD 705 and DODM 5105.21 and Physical Security requirements, including ICD 705 Technical Specifications.
- Possess a thorough understanding of UFC 4-010-05 and other applicable UFC guidelines for construction.
- Must be familiar with established security protocols and known challenges in assembling high-security systems, transportation, storage, and installation of the US Government provided collateral equipment.
- Must be knowledgeable of all construction disciplines, including civil, architectural, mechanical, electrical, and electronic engineering principles.
- Ability to read and analyze design drawings and specifications and recognize the architect’s intent.
- Ability to analyze designs and structural complexities, which are intended to mask an ulterior purpose not intended by the architect.
- Knowledge of Technical Surveillance Countermeasures, construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
- Must be thoroughly knowledgeable of security procedures and the level of security required in various parts of the facility under construction.
- Must have a thorough knowledge of TEMPEST construction principles.
- Must be fluent in writing and speaking English to provide detailed reports and complete analyses of issues, findings, and security situations that require staff action.
- Must be capable of independent decision-making, possess a high degree of individual initiative, and be able to function with minimal supervision.
- Ability to travel up to 10% as required.
