Position Description:
The Senior Contract Administrator oversees all phases of contract life cycle management, with a strong focus on pre-award duties and responsibilities. In this role, you will handle the preparation, review, negotiation, acceptance, formatting, and management of complex proposals, contracts, and subcontracts with federal government agencies, teaming partners, and consultants. You will also manage supplier and vendor relationships with various commercial organizations. As part of a small contracts team, you will safeguard the company's business interests, ensure compliance with company policies, and maintain overall contract adherence. This role involves building strategic relationships, developing, and implementing contracting strategies and tactics, with a focus on achieving win-win outcomes that drive LCG's success and growth.
Duties and Responsibilities:
Strategic Contract Management:
- Support the development and implementation of a comprehensive contract management strategy aligned with the company's objectives and industry best practices.
- Support the Contracts Team in handling complex, high-value agreements, ensuring optimal terms and conditions.
- Support the management of GWACS, GSA MAS contract vehicles (i.e., NITAAC CIO-SP3, GSA).
Contract Lifecycle Management:
- Oversee the entire contract lifecycle from cradle to grave, ensuring compliance with company policies, legal requirements, and industry regulations.
- Collaborate with various internal departments, including finance, Growth, proposals and project management, to facilitate the drafting, review, and negotiation of contracts.
- Lead the contracts department proposal sections in collaboration with the Growth and proposal departments.
Contract Development and Review:
- Negotiate NDAs, TAs, contracts, subcontracts, supplier agreements, and manage the delivery of overall contractual support (review, drafting, issuing, negotiation, flow-down, and interpretation of a wide range of contractual documents and agreements).
- Draft, review, and negotiate a variety of contracts, including but not limited to vendor agreements, service contracts, and confidentiality agreements.
- Analyze contracts to identify potential risks, discrepancies, and areas for improvement, providing recommendations to management.
- Provide senior-level insights during contract negotiations, advising on risk mitigation and ensuring alignment with organizational goals.
- Leverage Microsoft 365 Copilot to enhance productivity in drafting contracts, generating reports, summarizing meeting notes, and preparing presentations, while guiding team members in utilizing Copilot tools for improved collaboration and streamlined workflows.
Compliance and Risk Management:
- Responsible for comprehensive review and risk assessment of RFP’s, RFQs, and RFIs
- Establish and enforce compliance standards for contracts, ensuring adherence to legal requirements, industry regulations, and internal policies.
- Monitor and ensure compliance with contractual obligations and company policies.
- Identify and assess potential risks associated with contracts and implement strategies to mitigate and manage these risks effectively.
Contract Administration:
- Maintain accurate and up-to-date contract records and documentation.
- Coordinate with internal stakeholders to facilitate contract execution, tracking key milestones and deadlines.
- Assist in preparation, transmission and monitoring of correspondence relating to contractual obligations and ensure completion and maintenance of contract files and responding timely to all contractual reporting requirements (e.g., monthly, quarterly and annual contract data submissions).
Contract Governance and Oversight:
- Institute governance frameworks to monitor contract performance and compliance throughout the contract lifecycle.
- Oversee the maintenance of an organized and efficient contract repository, ensuring accuracy and completeness.
- Research and interpret government regulations (i.e., FAR, GSA, SBA, U.S. Department of Health and Human Services Regulations, etc.) as they apply to LCG’s contract areas and advise LCG personnel to ensure that company practices and procedures are compliant.
Communication and Collaboration:
- Act as a liaison between internal departments and external parties during contract negotiations.
- Collaborate with cross-functional teams to streamline processes and improve efficiency in contract management
- Prepare and disseminate information regarding contract status including reviewing contractual obligations, identifying risks and problems, and reporting and proposing solutions to PMO project teams, accounting, HR, talent acquisition, IT and other management.
Continuous Improvement:
- Drive continuous improvement initiatives within the contracts administration function, leveraging technology and best practices to enhance efficiency.
- Stay informed about industry trends, legal developments, and best practices in contract management.
Requirements:
- Bachelor’s degree in business administration, Legal Studies, or a related field.
- 6+ years’ experience managing full contracts and subcontracts life cycle management in a government contractor environment or in a similar role.
- Experience in all activities related to creating, negotiating, reviewing, and tracking pre and post award contract documents through contract execution and close-out.
- Must have experience formatting proposals.
- Experience managing a variety of contract types: FFP, T&M, Cost type contracts.
- Proficient in leveraging data analytics, tracking contract performance to inform decision-making, drive metrics and KPIs, as applicable for this role.
- Proven ability to think critically, analytically, anticipate organizational needs, implement policies, processes, and procedures to effectively manage and implement contract services.
- Exceptional relationship management skills and experience working with and supporting internal stakeholders, customers, partners, consultants, and suppliers.
Desired Requirements
- Knowledge managing GSA tools (GSA eBuy, GSA Advantage, eOffer/eMod portal), maintaining/updating pricelists, adding SINS and uploading via online portals.
- Certified Professional Contracts Manager (CPCM), Certified Federal Contract Manager (CFCM) or other certifications related to pricing.
- Ability to leverage AI-driven tools like Microsoft Co-Pilot for operational efficiency, automation, and enhanced support processes.
Compensation and Benefits
The projected compensation range for this position is $99,600 to $166,750 per year benchmarked in the Washington, D.C. metropolitan area. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
