Contract Analyst (Remote) at HEPCO, Inc.

We are seeking a skilled Contract Analyst to support procurement and contract management activities for FEMA compliance projects, storm restoration, and capital projects such as substation expansions and cable installations. The ideal candidate will be experienced in government sourcing, contract negotiations, and vendor management, with a strong background in construction-related services. This role involves working with internal teams (legal, risk management, etc.) and ensuring compliance with federal regulations and company policies.

Key Responsibilities:

• Develop and manage RFPs, Purchase Orders, Contracts, Amendments, and Change Orders.
• Conduct commercial, technical, and pricing evaluations for contracts.
• Administer contracts and collaborate with project teams, suppliers, contractors, and consultants.
• Manage contracts related to storm restoration, capital projects, and FEMA compliance.
• Pre-qualify suppliers and manage supplier relations.
• Conduct pre-bid meetings, site visits, and market research to identify cost-saving opportunities.
• Ensure compliance with procurement policies and federal regulations (e.g., 2 CFR 200).
• Monitor and expedite deliverables for Purchase Orders and Contracts.
• Identify and implement process improvements in contract management.

Required Qualifications:

• Bachelor’s degree in Business or a related field.
• At least 5 years of experience in contract management, particularly in construction services contracts.
• Proficiency with SAP and/or ARIBA.
• Knowledge of FEMA compliance and government procurement processes.
• Strong communication, negotiation, and organizational skills.
• Experience managing contracts from initiation to execution.
• Advanced Excel skills (may be tested during the interview process).

Preferred Experience:

• Familiarity with storm restoration, damage assessment, and utility-related projects.
• Experience with capital equipment and construction-related procurement.
• Experience with Power Advocate software is a plus.
