Compensation and Benefits:
Hiring Salary Range: $54,022.00 - $71,081.00 Full Salary Range: $54,022.00 - $96,670.00 Annually

Monday-Friday 7:30 am - 4:30 pm
The Contract Analyst (CA) performs complex duties in the acquisition and procurement of services and commodities for the organization in accordance with all applicable federal and state laws, and local policy. Work is highly technical and analytical assisting management with meeting organizational and division objectives ensuring the procurement process is inclusive, fair, transparent, ethical, and results in a defensible contract. The CA will serve as project lead for services and commodity procurement projects including the development and/or review of specifications and contract terms and conditions. The CA is responsible for the entire contracting process and routinely makes a decision regarding the posting of RFx (RFQ, RFP, RFB, etc.), determination of the solicitation and award methodology, appropriate terms and conditions, prebid meetings, bid analysis, financial encumbrances, issuance, renewals and extensions of service contracts and purchase orders. The CA works mostly independently processing commodity and service contracts focusing on complex, high-value, high-risk, diversified service and commodity contracts. The CA works directly with internal customers and external suppliers throughout the contracting process. The CA will assist division staff with other procurement and contract-related duties including the Pcard program, surplus property disposal (live and online auctions), vendor registration support, prebid conferences, MWBE support, etc. as required. The CA plays an integral part in meeting the procurement and contracting goals and objectives of the organization and division. The selected candidate in this position must possess advanced knowledge and applications of the principles, practices, laws, regulations, procedures and techniques of governmental purchasing and contract law in North Carolina. Experience in specification writing and analysis including knowledge of the types and grades of materials, supplies, equipment and services used in the organization; Knowledge of market trends and cost of commodities and services for which the City of Greensboro contract, along with principles and application of business law, contract terms and conditions; Principles of data analysis and evaluation techniques used in contract awards, along with the ability to communicate effectively with people of diverse backgrounds to establish and maintain effective working relationships with supplier community, co-workers, and management.
This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act.
