The Contracts Manager will support the Director of Contracts in managing contracting activities for Seneca Holdings' rapidly growing Products and Solutions sector. This role is responsible for ensuring compliance with federal procurement laws, mitigating business risks, and contributing to profitable business operations. The Contracts Manager will work closely with company leadership and manage all aspects of contracting, including negotiating agreements, overseeing compliance, and supporting program teams through all contract phases.
Key Responsibilities
- Provide contractual support and oversight for federal, commercial, and subcontracting efforts, including drafting and negotiating agreements with clients and third parties.
- Manage contract lifecycle from pre-award through post-award, ensuring compliance with federal regulations (FAR) and relevant agency supplementals.
- Lead risk reviews, compliance checks, and proposal planning for emerging opportunities.
- Collaborate with program managers to monitor contract performance and submit timely reports (e.g., limitation of funds, IP, government property).
- Oversee subcontract management, including subcontracts, NDAs, teaming agreements, and insurance compliance.
- Address contract issues with government contracting officers, technical leads, and internal stakeholders.
- Ensure compliance with federally funded construction project contracts and prevailing wage requirements.
- Maintain contract databases and keep up-to-date with regulatory changes impacting government contracting.
- Interface with Government and Seneca systems to ensure timely completion of work and compliance for Seneca subsidiaries.
Skills & Competencies
- In-depth knowledge of U.S. government contracting regulations (FAR), US Army Corps of Engineers and SBA programs.
- Experience in contracts involving federally funded construction projects and prevailing wage requirements.
- Strong problem-solving skills with the ability to weigh risks and business objectives.
- Excellent communication skills, with an ability to work cross-functionally and build strong relationships.
- Ability to manage multiple tasks in a fast-paced environment and meet deadlines.
- Proficient in MS Office and experienced in using contract management systems.
Qualifications
- 5+ years of contracting experience with federal government contractors.
- Experience or willingness to manage a small team.
- Strong organizational, analytical, and time management skills.
- Hands-on approach and ability to work both independently and collaboratively.
