Summary: The Controller is responsible for directing fiscal functions of the FDBT site in accordance with generally accepted accounting principles and in accordance with financial management techniques and practices appropriate within the biotechnology industry. This includes the production of periodic financial reports, maintenance of system for accounting records, and a comprehensive set of controls and budgets designed to mitigate risk, enhance the accuracy of the reported financial results, and ensure that reported results comply with generally accepted accounting principles.
External US:Essential Functions:
- Supervise the site accounting systems and operations including, Accounts Payable, Accounts Receivable, General Ledger, Earned Value Management, Invoicing/Billing, Budget and Forecast preparation as well as the development of internal control policies and procedures (JSOX Adherence).
- Ensure the accounting of revenues and expenses are performed in an accurate, efficient, and timely manner in conformity with GAAP and U. S. Government cost-reimbursement contracts.
- Responsible for developing overhead and labor rates, labor distributions, DS-1 and incurred cost submissions. Must be able to interpret and apply Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) to business situations.
- Collaborate with project team leads to coordinate and evaluate the functional inputs to the monthly EVMS reports.
- Establish and supervise a program of accounting adequate to record, in detail, all money and credit transactions.
- Prepare monthly, quarterly, and annual financial reports and related analyses in accordance with GAAP on a timely basis.
- Assist in the preparation of business plans and financial forecasting for ventures or projects being considered by FDBT.
- Coordinate preparation for external audits and filing of tax returns and ensure proper maintenance of accounting records and documentation in compliance with statutory requirements and Company policies.
- Assume responsibility for the receipt and expenditure of company funds.
- Calculate variances from budget and report significant issues to management in a timely manner.
- Direct the preparation and analysis of monthly financial statements for review.
- Direct the reconciliation of all bank accounts maintained by FDBT.
- Direct the preparation of reports to the company managers/Department heads concerning the status of budgetary accounts.
- Oversee the general ledger, maintain accurate and concise reconciliations of all key accounts. Reconciliation must include actionable statements of the items contained in the reconciliation.
- Develop budget guidelines and coordinate preparation of the annual budget assisting key company managers in review of the budget.
- Oversee company sub-contractors, consultants, and vendors relative to invoices.
- Perform other duties as assigned.
Required Skills & Abilities:
- Demonstrated ability to communicate technical information to nontechnical audiences.
- The ability to communication effectively both orally and in writing are required.
- Key skills including demonstrated leadership; ability to drive performance, influence, and lead others in a collaborative environment; excellent written and oral communication skills; excellent organizational, analytical and abstract reasoning skills.
- High proficiency with and knowledge of accounting and financial management software including SAP, Microsoft Excel, and others.
- Extensive experience in or knowledge of accounting principles, cost accounting, compliance and reporting. As well as, in some cases grant accounting, on Government contracts.
- Demonstrated experience Cost Accounting Standards (CAS) disclosure statements Limited exposure or knowledge of US government cost-reimbursement contracts, and Federal Acquisition Regulations (FAR) would be an asset.
- Demonstrated ability to work across functional and intercompany boundaries to develop and maintain relationships with diverse internal and external business customers.
- Extensive experience in developing cost proposals in response to RFP’s.

Supervisory Responsibility:
Manages the overall direction, coordination, and evaluation of FDBT Accounting. Fulfills supervisory responsibilities in accordance with company policies and applicable laws including interviewing, hiring, planning, assigning, directing work, training and development, disciplinary actions, performance reviews, addressing complaints and resolving problems.
Qualifications:
- Bachelor’s Degree preferably in accounting or business administration and nine (9) years of progressive accounting experience with at least four (4) years in a supervisory/management role.
Preferred Qualifications:
- Master’s Degree
- Certified Public Accountant or Certified Management Accountant certifications.
