Job Summary: We are seeking a detail-oriented, results-driven Cost Estimator to provide experienced cost analysis and estimating support by integrating data from various sources. The ideal candidate has 2-5 years of experience with U.S. Federal government contracts, FAR/DFARS regulations, and proven cost and schedule analytical skills. This individual must be self-motivated and work well in collaborative environments, particularly in cost baseline development, data analysis, monitoring, and earned value concepts.
Duties and Responsibilities:
- Financial Analysis & Reporting: Develop budgets, sales, and profit projections, track costs, and provide financial analysis for program management.
- Contractual Impact Analysis: Ensure program data aligns with contract requirements, considering the contract type and structure.
- Program Cost Control: Support Project Managers and other team members in implementing cost control and accounting processes to ensure compliance.
- Variance Analysis: Identify and analyze cost variances, working closely with Program Managers to assess impacts.
- Surveillance & Performance Monitoring: Monitor program performance, ensuring financial accuracy through Estimate to Complete (ETC) and Estimate at Complete (EAC) analysis.
- Reconciliation & Improvement: Reconcile program financial data and offer recommendations to enhance performance.
- Integrated Product Development Process: Apply knowledge of DoD processes, including Integrated Master Plan (IMP), Integrated Master Schedule (IMS), and Work Breakdown Structure (WBS).
- Surveillance Reviews & Scenario Analysis: Conduct reviews, scenario analysis, and affordability analysis using historical data and program metrics.
- Process Improvement: Assess and improve current processes for greater efficiency.
- Reporting & Presentation: Prepare financial reports for internal and external stakeholders on a regular basis.
- Other Duties: Support additional tasks as needed to meet program objectives.
Job Qualifications:
- Experience: 2-5 years in Accounting/Finance, Business Operations, Scheduling, or Cost Control.
- Program Budgeting & Forecasting: Skilled in budgeting, baseline formation, revenue recognition, and Earned Value Management (EVMS).
- Contract Knowledge: Familiarity with DoD contract requirements, budgeting, and contracting methodologies.
- Cost Accounting Standards: Knowledge of Cost Accounting Standards, Federal Acquisition Regulations, and DFARS.
- CDRL Requirements: Experience with Contract Data Requirements List (CDRL) and deliveries.
- Proposal Preparation: Expertise in proposal and Basis of Estimate (BOE) preparation.
- ERP Systems: Experience with Deltek Costpoint or similar ERP systems, and COGNOS queries and reports.
- Microsoft Office Proficiency: Proficient in Microsoft Office Suite, particularly Excel, Project, and PowerPoint.
- Financial Analysis Presentation: Able to prepare and present financial analysis and key performance indicators (KPIs).
- Flexibility: Willingness to work outside standard hours when needed.
- Communication Skills: Strong verbal and written communication skills, with the ability to present data to both internal and external customers.
Minimum Requirements:
- Education: BS/BA in Accounting, Finance, Mathematics, Statistics, or a related field from an accredited institution.
- Regulatory Compliance: Applicants must be U.S. Persons due to controlled goods and technologies under ITAR or EAR regulations.
- Assessments: Completion of Behavioral and Cognitive Assessments.
Travel Percentage: 5-10% travel to customers is required.
