Responsibilities
What You'll Do:
+ Provide expert cost estimating support for a government client in Springfield, VA. The ideal candidate will support development of project execution strategies and programs, and manage and maintain the organization’s annual project budget valued in excess of $5,000,000 per year. Incumbent develops all programming, budget, and execution documentation that supports major construction efforts that culminate in Military Construction (MILCON) projects. Develops and/or validates all project cost estimates for the client’s facilities sustainment, restoration and modernization program and uses expertise to support maintenance of facilities management software (e.g. BUILDER). Experience with cost estimating method, practices, references and tools a must – cost estimator/analyst certification a plus.
Key Responsibilities:
+ Develops all programming, budget, and execution documentation that supports major construction efforts culminating in projects.
+ Develops and/or validates all project cost estimates for the facilities sustainment, restoration and modernization program and use expertise to input updates in DoD-mandated BUILDER software.
+ Researches and validates documentation justifying funding sources for projects.
+ Prepares presentations to justify proposed project cost estimates to senior management.
+ Identifies and analyzes alternatives leading to recommended courses of action that satisfy facility project cost requirements.
+ Provides clear and concise reports detailing methodology used, options considered, and recommended ways forward.
+ Develops and maintains all cost data collected from relevant projects (past, current, future) in a cost library database, or equivalent electronic platform, which shall be capable of easy use by facilities engineers to develop Independent Government Cost Estimates (IGCE).
Qualifications
+ Minimum Qualifictions
+ Education / Certifications: One-year related experience may be substituted for one year of education, if degree is required.
+ Bachelor’s Degree or equivalent experience within related field
+ Holds an active TS/SCI clearance
+ Experience:
+ 7+ Years Related Experience
+ General knowledge of DoD
+ Skills & Technology Used:
+ Comprehensive computer knowledge and understanding of Microsoft Office programs.
+ Additional skills include the following: briefing skills, project management, organizational skills, and communication skills.
+ Knowledge and experience with industry standard cost estimation tools, techniques, standards, references and computer applications.
