The Cost Manager will be located in H.J. Russell's Atlanta office and will support the MARTA Centralized Project Management Organization (CMPO), a joint venture between Jacobs Project Management Co. and H.J. Russell. In this position, you will be responsible for providing support for budget, commitment, invoice, and cost forecasting as necessary in order to support MARTA's pursuit of rehabilitating, enhancing, and expanding their light and heavy rail infrastructure, bus rapid transit lanes, transit facilities and stations, and state of good repairs initiatives. As our Cost Manager, you will leverage your previous cost engineering experience with complex, multi-phase, multi-million-dollar construction and/or renovation projects to ensure effective cost monitoring and control of MARTA projects.

The Cost Manager is responsible for training and leading a team of professional Cost Engineers in the execution of MARTA's multi-billion-dollar Capital Improvement Program. In this role, you will have the following key duties and responsibilities:
- You and your team will be responsible for monitoring project budgets, cost tracking, and funding for MARTA's multi-billion-dollar Capital Improvement Program.
- You will oversee conceptual estimates for various design and construction projects to provide program budgets.
- You will implement and manage an Earned Value Management system to measure project performance.
- You will be responsible for the creation and maintenance of reports to accurately reflect current budgets, invoices, and committed costs; projected-to-go or cost-to-complete estimates; budget variances; cash flow projections; and schedule of values for individual projects.
- You will provide a monthly consolidated program cost performance report.
- You will be responsible for providing a fiscal budget and past period cost performance report on an annual basis.
- You will provide trending information to assist in forecasting potential problems with cost and time.
- You will prepare work breakdown structures (WBS).
- You will oversee the development and maintenance of an automated program cost database.
- You will manage the coordination of cost information required for procedures and various cost control systems.
- You will attend project meetings to provide project management with current financial information and trend logs regarding potential impacts on project budget or forecast.
- You will develop creative reporting tools to communicate complex project sequencing and/or progress assessments.
- You will be expected to perform work in a safe manner and actively encourage others to do the same.
- 10+ years of experience in Cost Engineering on large-scale projects/programs
- Knowledge of construction, engineering, procurement, industry standards, and other project-related activities, their interfaces, and interdependencies
- Strong knowledge of Microsoft Excel and databases
- Experience in implementing and managing an Earned Value Management system
- Bachelor's degree in Accounting, Finance, Engineering, Construction Management, or other related field
- Transit experience
- Federal Transportation Administration (FTA) Experience
- Project Management Professional (PMP) Certification
