The Hennepin County District Court Criminal Division invites qualified applicants for a Court Operations Manager position in the Downtown Division.
This criminal management position is responsible for the administration of the Hearing Office, Violations Bureau, and Criminal eFiling Unit of the Fourth Judicial District. The Court Operations Manager ensures court policies and procedures are implemented in a manner consistent with the Court's mission, vision and core values.
The Court Operations Manager will be based at the Hennepin County Government Center, downtown Minneapolis. This position provides for a flexible work environment and will have some remote work opportunities.
Example of Duties
- Directly supervise three supervisors; provide direction and guidance to supervisors regarding prioritization of work, labor contracts and personnel rules, and hiring, training and coaching.
- Coordinate efforts with other divisions within the Criminal Division to improve processing and customer service, expand cross-training, provide back-up between divisions, and build relationships.
- Plan, develop, and implement case management principles, operational strategies and procedures related to improving efficiency and customer service.
- Collaborate, communicate, and foster relationships with justice partners, and other divisions to increase efficiencies and ensure the fair and timely processing of court cases.
- Assess Criminal Court processes, coordinate with other districts, State Court Administration, and criminal justice agencies to develop new procedures.
- Develop, recommend, and oversee the implementation of new policies and procedures to comply with current statutes and regulations as they pertain to the Criminal Division.
- Participate in strategic planning and oversee efforts to achieve goals; prepare and present reports and monitor key performance measures.
Typical Qualifications
Minimum Qualifications
- Five years of post-high school education and/or experience, including a minimum of one year of supervisory experience.

- A four-year degree and one year of supervisory experience
- A two-year degree and 3 years of supervisory experience

Preferred Qualifications
- Bachelor's degree in business, public administration, or a related field
- Possess a strong sense of confidence in leadership and management skills
- Experience developing and implementing organizational change initiatives
- Knowledge and experience in criminal division case processing
- Proficient in the court’s case processing system (MNCIS) and Microsoft Office applications
Minimum Knowledge, Skills, and Abilities
- Considerable knowledge of effective supervisory and management techniques.
- Experience in evaluating, counseling, and coaching staff and frontline supervisors.
- Ability to establish and maintain effective working relationships with a wide variety of individuals within and outside of the organization: state court administration, judicial district administrators, judges, court employees, supervisor, subordinates, other governmental and private organizations, and the public.
- Effective conflict resolution, critical thinking, and decision-making skills.
- Exceptional communication skills, interpersonal skills, and emotional intelligence.
- Utilizes a personal, proactive commitment to diversity and inclusion to effectively foster a culturally diverse environment.
- Ability to navigate and lead others through change and ambiguity within a complex organization.
- Considerable knowledge of court procedures and policies, legal documents, laws, and legal factors pertaining to the various divisions and functions of district court.
- Ability to show a high degree of respect, courtesy, and sensitivity for all individuals with diverse backgrounds, viewpoints, needs and experiences.
- Ability to express ideas concisely and clearly, orally and in writing.
- Ability to analyze, recommend, and implement changes and strategic plans.
- Ability to operate at an executive level and maintain effective working relationships with judges, court leaders, justice partners and the public.
Supplemental Information
The expected starting salary range for external candidates is $39.68 - $50.60 per hour ($82,851.84 - $105,652.80 annually) and may be higher depending on qualifications. The full salary range for this position is $39.68 - $61.52 per hour ($82,851.84 - $128,453.76 annually). This position is exempt under the Fair Labor Standards Act and is eligible for State of Minnesota employee benefits.
