Role:
The role of a compliance officer sometimes called a compliance supervisor and/or manager, is to make sure that a company is conducting its business in full compliance with all Federal and State laws and regulations, as well as professional standards, accepted business practices, and internal standards. This role audits the accounting, lending, operations, and other data of various credit union departments to ensure compliance with policies, procedures, and regulations. Reports on the results of performed audits, recommending improvements in policies and procedures along with training opportunities for staff. Manages the organization's BSA/AML/OFAC and Consumer Compliance programs. Responsible for the development and implementation of a comprehensive risk mitigation program for the credit union's operations. This role will serve as the credit union security officer, BSA officer, facilities liaison, and conduit between the credit union, its senior management, the Supervisory Committee, and other compliance-related vendors.

Works with Senior Management to evaluate the company's potential exposure to existing or potential risks and coordinates with the appropriate staff in developing an effective response to mitigate and minimize the organization's vulnerabilities. Assists the company and divisional management in understanding and addressing all applicable State and Federal laws and regulations. Develops and maintains corporate compliance policies and procedures and establishes compliance review procedures. Promotes all aspects of any department project and allocates financial and talent resources appropriately.

Maintains a schedule for a cursory examination of all compliance requisites and looks for evidence of deficiencies in controls, duplication of effort, timeliness of response to compliance issues or lack of compliance with laws, government regulations, and internal policies or procedures. Performs assigned audits (operational, compliance, and/or financial) following generally accepted auditing standards. Assists in completion of audit programs according to approved audit procedures and scope. Assists in determinations regarding established policies and procedures as set in the Credit Union's policies, processes, and procedures are being complied with consistently. Participates in the continuous improvement of audit processes, including identification of continuous auditing opportunities and lessons learned with proposed action plans. Build effective working relationships with stakeholders to facilitate transparency and help drive control improvements. This includes validating factual accuracy of findings, clearly articulating and determining issues, and working with management to ensure proposed action plans address the root cause of issues. Support risk identification, measurement, monitoring, control, and communication activities, including the ongoing risk assessment process.

Participates in the development, maintenance, and updating of all BSA/OFAC/AML/Fraud policies, procedures, and compliance. Assists during all periodic compliance reviews, audits, and examinations by compiling files, records, and other pertinent information for review by compliance examiners. Organize, analyze, and present data related to the Bank Secrecy Act, the USA PATRIOT Act, and the rules of OFAC, including CTR processing and SAR decisions. Initiates investigations of suspicious customer/staff activity as appropriate to determine the facts about the situation. Obtains evidence, and collects information required for prosecution. Reviews various fraud prevention reports to monitor unconventional customer account behavior, contacting customers when necessary, and changing customer access/privileges through the debit card and ATM networks or credit union core software as necessary.
FinCEN Responsibilities:
- Monitors and Analyzes member activity and conducts complex investigations related to potential violations of the Bank Secrecy Act. Responds quickly to reports received from business lines and completes Suspicious Activity Reports utilizing department standards and FFIEC guidance. Collaborates on all SAR decisions for reporting to FinCEN and the Board of Directors and Supervisory Committee. 2. Ensures Currency Transaction Report reviews are conducted daily and completes all CTR processing efforts with FinCEN. 3. Regularly runs OFAC and FinCEN 314(a) checks, researching any matches; research any unusual activity identified through Patriot Officer or at the branch level. 4. Follow up on any irregularities that come from newly opened accounts identified through Verafin/MeridianLink/ChexSystems, and ensure compliance with the USA PATRIOT Act and the credit union's member identification program. Work with branch managers to minimize potential risks associated with new and existing members.

Prepares and performs security procedures outlining and establishing measures for access control to credit union facilities, assigning staff appropriate security access, and monitoring access to restricted areas. Revises and updates the security program, as needed, based on the premises and information systems security requirements and industry trends concerning fraud, burglaries, larcenies, and embezzlement. Performs services and analysis on security devices including lock combination changes, alarm systems, surveillance systems, fob security access, and other physical security devices. Conducts annual business continuity tests/reviews with each branch/department.

Acts as a resource to personnel for questions regarding potential regulatory issues and/or risks that may arise through the regular course of business.
Must comply with all company policies and procedures, applicable laws and regulations, including but not limited to, the Bank Secrecy Act, the Patriot Act, and the Office of Foreign Assets Control. Must ensure that compliance suite of responsibilities as detailed by Senior Management is completed timely and kept up to date.
