**General Employment Requirements**
a. Must possess a High School diploma or equivalent and have a valid Washington State driver's license.
b. Must have basic aptitude for engineering, surveying, math and drafting.
c. Must have demonstrated aptitude for engineering work and the ability to .use computer aided drafting systems.
d. Must demonstrate the ability to print and write legibly.
e. Must have a working knowledge of basic electrical theory and its application to electric utility operations, or agree to enroll in complete within three (3) years after being hired an approved curriculum to attain knowledge as well as complete required on-the-job training.
f. Must demonstrate the ability to work with the public.
**CUSTOMER SERVICE ENGINEERING TECHNICIAN I**
Become proficient at the following skills and responsibilities:
Survey:
+ Set up and operate transit.
+ Shoot alignments
+ Turn horizontal and vertical angles
+ Shoot distance
+ Operate vehicle distance meter.
+ Develop ability to figure angles when given bearings.
Construction Drawings:
+ Draw profiles for both overhead and underground design with assistance.
+ Draw basic work order construction drawings when given design details.
Power Line Design:
+ Learn Assemble Units System.
+ Code designations.
+ What each assembly unit consists of and its use.
Computer:
+ Be able to enter data for routine work orders and produce a complete work order package with minor assistance.
+ Complete District computer class:
+ Applicable District programs.
**CUSTOMER SERVICE ENGINEERING TECHNICIAN II**
Become proficient at the following skills and responsibilities:
Survey:
+ Run profiles and get information required for establishing proper ground clearance for overhead lines and depth for underground installations.
+ Operate Total Station.
+ Learn to do field checks on routine work orders.
+ Tie accounts to transformers.
+ Transformer information.
+ Service information.
+ Verify underground schematics.
Customer Policy and Work Order Preparation:
+ Gain a working knowledge of PUD rules and regulations and their proper application on routine work orders from Customer Service Policies.
+ Be able to establish appropriate:
+ Rate schedule
+ Rate schedule CAPS
+ Division of Costs (partitions)
+ Customer to provide/District to provide information
+ Termination charge
+ Up and down charge (temp costs)
+ Use of facilities
+ Able to compute routine extension agreements when given proper policy to apply.
+ When given design criteria, generate an accurate and complete Work Order Package for routine work orders with supervision.
Design:
+ Develop a working knowledge of basic electrical theory in practical Distribution System problems, such as vottage drop calculations, ampacity calculations, transformer Loading and proper secondary and service Layout.
Computer:
+ Applicable District applications.
+ Become familiar with the use of Auto-CAD.
+ Complete C.I.S. Intermediate class.
**CUSTOMER SERVICE ENGINEERING TECHNICIAN III**
Become proficient at the following skills and responsibilities:
Design:
+ Gain and use a general knowledge of power line design sot that when given route, design criteria and type of material to be used.
+ Determine span lengths, ruling span, guying requirements, loading criteria, stringing tables, and general framing details.
+ Produce and complete Work Order Package.
+ Design, stake, and draw up job.
+ Establish right-of-way requirements.
+ Work directly with construction when needed to aid in completion of job.
+ Produce accurate as built and construction drawings for permanent records.
+ Complete calculations for strengths requirements of poles, cross-arms, insulators, guys, and anchors.
+ Determine sags, tensions, conduit fill, and cable pulling.
+ Know where to find applicable rules for line design/electrical calculations in NESC, NEC, and Washington State safety standards for electrical construction code, including clearance insulation level, strength requirements, and grades of construction.
+ When given load and location, design overhead or underground system, including primary line, line devices, transformers, services and metering.
Computer:
+ C.I.S
+ District work order creating and tracking software.
+ Use PC to figure sag, tension, and pulling calculations.
Work Order Closing:
+ Become proficient in the process of closing work orders and writing work order variances with minimum supervision.
Customer Contact:
+ Develop ability to meet with customers, contractors, other utility agencies, and other PUD employees, etc., in a professional and effective manner to determine the type of system needed.
+ Explain PUD/customer responsibilities.
+ Be familiar with the know to apply Customer Service Policies of the District.
**CUSTOMER SERVICE ENGINEERING TECHNICIAN IV**
Employees in this classification will be assigned to work in Customer Engineering. Must demonstrate proficiency in performing the following duties in their assigned area.
**Job Duties**
1. A working knowledge of the Customer Engineering office practtces and procedures.
2. Be competent Distribution System designer of both aerial and underground systems. Employees must be capable of taking general design instruction from their supervisor and proceed with a total design ready for release for construction.
3. Work closely with other Customer Service Engineering Technicians to help with their work loads, fill in on customer appointments when needed, and work on special assignments.
4. Provide customers with necessary information to receive service.
5. Receive technical inquiries from customers and evaluate their needs with respect to new construction.
6. Other similar duties as assigned.
**CUSTOMER SERVICE ENGINEERING TECHNICIAN V**
Employees in this classification will be assigned to work in Customer Engineering. Each employee in this classification must be prepared to complete any of these tasks when needed, be capable, and have demonstrated the ability to effectively supervise (plan, organize, direct and control) work of subordinates assigned to them.
**Job Duties**
1. Must be competent electrical system designer. Will be responsible for scheduling and meeting with customers to determine their electrical requirements and to advise them as to the best installation consistent with District Customer Service Policies and Standards, accepted engineering practices and economy. In performing this function, employees must be able to answer questions concerning metering, wiring, and utilization problems.
2. Provide customers with necessary published information to receive service.
3. Receive technical inquiries from customers and evaluate their needs with respect to new construction.
4. Will be responsible for working closely with the General Foreman of the employee's area for making customer extensions and for providing maintenance of the Distribution System. The employees will keep abreast of all active work orders, service requests, related paperwork, construction scheduling and actual construction in the employee's area. The employee will make recommendations for specific construction scheduling to the respective General Foreman and/or the employees' supervisor as appropriate.
5. Will be responsible for close liaison with the foreman of construction crews working in the employee's area and coordinate any problems arising as a result of the engineering design and/or actual field conditions. The employee will make field inspections and written \ evaluations of completed construction at the direction of the employees' supervisor.
6. Will be responsible for close liaison with their counterpart of other utilities including telephone, cable television, U.S. Bureau of Reclamation, irrigations district, water districts and highway departments, etc.
7. Other similar duties as assigned.
