Responsibilities
The Cyber Operations Planner role will be located in Arlington, VA. Telework is available on a situational basis. Temporary work locations may be designated at other federal government sites within the National Capitol Region, as well as the CISA Continuity of Operations (COOP) site.
Position Description:
- Develops plans to limit, mitigate, or defend against coordinated, malicious cyber operations that pose a potential risk to critical infrastructure or national interests.
- Develops detailed plans for the conduct or support of cyber operations through collaboration with other planners, operators and/or analysts.
- Coordinate document reviews across internal and external partners, consolidates feedback, and prepares revised documents.
- Support participation in interagency meetings by developing talking points, briefing materials, meeting notes, and summaries of conclusion.
- Reviews status of projects, manages schedules, and prepares status reports.
- Assesses project issues and develops recommendations to meet productivity, quality, and client-satisfaction goals and objectives.
- Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.
- Establishes measures of effectiveness for cyber defense plans that examine current plans and prior cyber incidents for lessons learned and best practices.
- Coordinates and facilitates internal and external partner engagements facilitating information exchange and responding to requests for information or assistance.
- Support program management functions related to compartmented intelligence programs.
Qualifications
Required:
- Bachelor’s degree and a minimum of 7 years’ experience required. An additional 4 years of experience may be substituted in lieu of a degree.
- Ability to create and implement strategies to acquire and operationalize cyber programs required.
- Working knowledge of cyber operations theory, employment, and tactics, techniques and procedures required.
- Ability to identify, analyze, and resolve program support deficiencies required.
- Proven ability to develop and recommend corrective actions.
- U.S. citizenship required.
- Active Top Secret security clearance with the ability to obtain SCI required.
- In addition, selected candidate must be a US Citizen and able to obtain and maintain a favorably adjudicated DHS background investigation (EOD) for continued employment.
Preferred Qualifications - Candidates with these preferred skills will be given preferential consideration:
- CISSP and/or PMP strongly encouraged.
