CYS Administrator III - Community Family Advocates

PURPOSE OF POSITION:
To plan, oversee, direct, and manage the activities and operations of the Washington County Children and Youth Services Department. The incumbent is responsible for effectively managing the staff to achieve established goals and objectives; for coordinating and collaborating with other departments and community-based agencies, for participating on State committees for planning purposes and program development; and for coordinating the Department’s programs and priorities with community needs in the prevention of child abuse and neglect. The incumbent shall also be responsible for regulatory compliance as well as developing, modifying, and enforcing departmental policies.
BACKGROUND/SKILLS REQUIRED TO PERFORM ESSENTIAL FUNCTIONS:
Requires a Bachelor's Degree in social work or related field; Master’s Degree preferred. Requires five years of progressively responsible experience in social work or related field. Incumbent must have been responsible for the management of a social service or closely related services program that provided services to children and youth including three years in which they were responsible for: (1) budget development and administration; (2) the recruitment and management of staff; (3) policy development and implementation; (4) program planning, development, implementation and monitoring; and (5) responsibility for compliance with applicable rules and regulations. Incumbent must possess strong interpersonal and communication skills and computer experience is necessary.
PHYSICAL CONSIDERATIONS:
This position requires the ability to communicate effectively in person, by telephone and in writing. The incumbent must possess finger dexterity to operate a computer and to take handwritten notes. Must be able to access file drawers; therefore, some bending, reaching and stooping may be necessary. The incumbent must also be able to stand, pull, twist, walk, stoop, lift and sit. The incumbent works primarily in an office environment. This job can also require working in a variety of settings including, but not limited to, the office, courts and schools. Travel within and outside of the County is required. Must have a means of transportation readily available. The person in this position must be prepared to manage hostile situations which they may encounter in the performance of their duties. The incumbent must be prepared to work beyond regular working hours to get the job done, including handling emergencies and other situations.
ESSENTIAL FUNCTIONS:

• Plans and oversees all activities involved in the continuing operation of the agency, including writing, maintaining, preparing and monitoring the budget.
• Ensures compliance with State and Federal guidelines for mandated child protection services and establishes agency procedures and protocol.
• Ensures that quality services are provided for abused, neglected and at-risk children in Washington County.
• Researches available funding for the agency; prepares proposals to seek funding support.
• Develops and maintains contracts with provider agencies and coordinates the delivery of services; collaborates with other entities such as judges, court officials, AOPC DHS, news media, JPO, BHDS, other county departments, schools, medical professionals, providers, etc.
• Reviews and negotiates contracts; routinely meets with providers, negotiates rates, reviews written contracts, and determines established practices with providers.
• Develops and maintains working relationship with the Court system.
• Authorizes expenditures within budget of approximately $20,000,000.

SECONDARY DUTIES:

• Develops and facilitates collaboration with Mental Health/Mental Retardation, Drug & Alcohol and subcontracted systems.
• Ensures adherence to Civil Service regulations and practices.
• Ensures that employees are properly trained.
• Reviews, reads, and interprets new legislation, current legislation, evidenced based practices, child welfare initiatives and regulations.
• Ensures that the departments’ staff is managed in a manner consistent with the guidelines of the County’s Human Resources and Equal Employment Opportunity policies and in consideration of the union contract.
• Leads and responds to the CYS Advisory Board.
• Performs all other duties and or special projects as assigned and on an as needed basis.
