This is an exciting time at the City of Detroit as we work to rebuild one of the most beautiful cities in the country. The City has received $826M of federal stimulus money to support Detroit’s economic and social recovery from the COVID-19 pandemic via the American Rescue Plan Act (ARPA). We are seeking a Project Manager to support and improve existing resident-facing and internal processes via the design and stand-up of a new data portal funded by ARPA for the Housing & Revitalization Department. This is a rare opportunity for professionals with problem-solving, project implementation, and data and analytical skills to make a transformational social impact on the lives of Detroit residents through effective implementation of this data portal. The Operations Team at the Housing & Revitalization Department plays a highly visible, critical, and leading role in these efforts to improve the processes that provide services to residents, landlords, and non-profits.
Examples of Duties
Responsibilities:
The goals of the Operations Team within the Housing & Revitalization Department (HRD) are three fold:
+ Increase capacity by building skills and tools among HRD staff and management
+ Streamline and stand up internal- and resident-facing processes
+ Grow a culture of learning, problem solving, and improvement
The Operations Team is responsible for working with employees across all divisions within HRD and across departments and functions at the City of Detroit. The work ranges from leading complex improvement projects to conducting specific quick-win events. Operations Team members also train and coach HRD employees as we develop the organizational capability within divisions to utilize Lean & Project Management methods and tools. Operations Team members report to the Operations General Manager.
Hybrid role – 2-3 days a week in the office.
Duties Include:
+ Vendor & Contract Management
+ Troubleshooting
+ Requirements gathering
+ Design and stand-up of a new data portal, applications, administrative fields, and reports
+ User & Quality Testing for launch and after launch
+ Train, coach, and mentor Housing & Revitalization Department (HRD) staff and management on the use of process improvement methods and tools applied to strategic priority projects within their area of influence.
+ Lead the completion of both large and complex process improvement/redesign projects across functions and departments as well as smaller scale quick win events; responsible for coordination of resources assigned to projects and timely completion of deliverables throughout all phases.
+ Evaluate and provide recommendations on process improvement and control tools to increase the efficiency and effectiveness of business services and to sustain improved performance.
+ Data cleaning, upload, and consulting on data best practices
+ Act as a source of process, data, and technology expertise for direction, training and guidance for less experienced staff.
+ Designing and delivering training for new data portal launch and after launch
+ Prepare education materials and deliver presentations to increase awareness and effective use of Data Porta, Lean methods and continuous improvement tools across the organization.
Minimum Qualifications
Education/Certifications:
Bachelor’s degree (BA, BS) – in math, economics, business/finance, policy, engineering, or related field that includes an emphasis on quantitative process performance and data analytics
+ Lean Six Sigma Black Belt certification with extensive enterprise project experience preferred
+ MBA preferred
Skills and Experience:
+ 3-5 years of experience leading continuous improvement efforts and delivering results in business processes or operations
+ Experience training, coaching and/or mentoring of staff-level employees
Technical Skills:
+ Ability to collect and analyze data, implement, and validate solutions that eliminate the root cause of process problems
+ Ability to execute and teach pivot tables, v-lookups or index match, and data visualizations
+ Advanced knowledge of Excel, Tableau, Smartsheet, Minitab, R is helpful
+ Ability to use/learn statistical software is necessary

The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
+ CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
+ VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
+ PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
+ MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
+ WORKERS COMPENSATION – Covered by applicable laws.
+ UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
