Summary This position is located in the Air Traffic Organization (ATO), Service Center (SC) Business Intelligence Team. Serves as a Data Scientist on a cross-functional team responsible for conducting historical and predictive trend analysis, metrics development, integrated products and work activities that directly impact the tactical and strategic objectives of the service area (SA) organizational units that often have impact on the objectives of the FAA as a whole. Responsibilities Incumbent is responsible for performing multiple, varying and complex activities, including experience and comprehensive knowledge in scientific work and consultation in applying a wide range of statistical theories, techniques, and methods aided by statistical software analysis packages to gather, analyze, interpret, and report quantified information. Leads diverse and complex mathematical and statistical studies, the analysis of large amounts of information to discover trends and patterns to solve problems, optimize use of data, and provide additional insight and evidence for decision-makers. Assesses the effectiveness and accuracy of new data sources and data gathering techniques. Applies statistical experience and comprehensive technical knowledge applicable to developing innovative approaches to complex and unique problems of data collection, aggregation and processing; data quality control and assurance; and data analysis and dissemination. As the principle technical data specialist, they will lead efforts to address issues in these areas where precedents do not exist; assess the effectiveness of these novel approaches; and generate new ideas to solve the important problems experienced across the breadth of services provided by the ATO Mission Support Services (AJV) Service Centers. Develops standardized work process recommendations, quality standards and guidance for internal programs. Conducts mathematical and statistical analysis using programming or statistical software to identify valuable data sources and automate collection processes. Builds statistical or simulation models and summarizes and presents results using data visualization tools. Communicates findings and provide guidance and instructions to policymakers and non-technical audiences. Applies data metrics and scientific methods to assess data configuration strategies to optimize data extraction, transformation and user access within the service centers to the greatest extent possible, applying governance and security standards to recommended solutions. The incumbent creates, explores, evaluates, and shares solutions for scientific, mathematical, and/or statistical problems, methods, conditions, and issues. Utilizing novel approaches and new ideas for applying statistical techniques will result in developing and validating complex data models to support in-depth analysis of data, illustrating, interpreting findings, evaluating the statistical limitations of available data, applying predictive and prescriptive features, and disseminating findings to a variety of stakeholders internal and external to the Service Center Directorate. Integrates a statistical data science program into an organization, prioritizing broadly defined assigned tasks and projects, establishing research and project goals, and offering and defending recommendations for resolution based on quantitative analysis. Develops simulations and modeling to solve mission focused policy and administrative problems. Combines computer science, modeling, statistics, analytics, and math skills to discover solutions to resolve organizational and operational problems and help management make objective decisions. Serves as a subject matter expert (SME) who specializes in the development of new and innovative approaches and methodologies, techniques and process improvements, e.g. business acumen and analytics applying experience and expert knowledge. Responsible for evaluating the relationships between major program changes and status of organizations through partnership with SA analysts and SMEs to create actionable products that provide predictive and prescriptive analytics to enable informed management decisions. Qualifications Basic Requirements: Successful completion of a full four-year degree in mathematics, statistics, computer science, data science, or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Alternative Requirements: Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in the paragraph above, plus additional education or appropriate experience. Specialized Experience for J-Band: In addition to the basic/alternative qualification requirements identified above, all applicants must demonstrate one year (52 weeks) of specialized experience equivalent to the next lower grade (FV-I or FG/GS-13). Specialized experience is experience which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or directly related to work of the position to be filled. SPECIALIZED EXPERIENCE includes: Skilled in data mining, data transformation (ETL), data analysis, and predictive data modeling. Python coding language skills.
