JOB SUMMARY

Oversees the data management and analysis program. Acts as Public Health Informatics Coordinator and Data Analyst for the Epidemiology Bureau and Health Department. Designs, leads, and conducts epidemiological studies and provides public emergency response support. Supervises staff in regards to surveillance, data management, and analysis.

MINIMUM QUALIFICATIONS

Bachelor’s degree from an accredited college or university in Public Heath Informatics, Public Health, Epidemiology, Biostatistics, Information Services, or a closely related field, plus four (4) years of related experience, of which one (1) year must have been supervisory; OR an equivalent combination of related education and experience. Education may not be substituted for the required supervisory experience.

Due to the nature of this position, the successful applicant must pass a required pre-employment background check and subsequent mandatory background checks in accordance with current County Human Resources policy requirements.

A valid Driver’s License issued by the State of Utah may be required to operate a County vehicle.

It is mandatory that all new hires receive the Tdap (Tetanus, Diphtheria, and Acellular Pertussis) vaccine before beginning employment or provide a copy of their immunization record prior to starting employment. The immunization record must show the vaccine name and date received.

Upon hire, a two-step Tuberculosis skin test will be required. The first will need to be placed prior to starting employment.

ESSENTIAL FUNCTIONS

• Oversees the public health informatics initiatives in regard to information technology protocols and ensures correct methodologies and best practices are implemented.
• Supervises staff, which includes hiring, orienting, training, assigning and reviewing work performance, annual work performance appraisals, and discipline.
• Provides statewide coordination for public health informatics initiative efforts for disease data management.
• Coordinates the allocation of resources and evaluates business practices and policies for Public Health Information Network (PHIN) program implementation activities and legal requirements and other program data protocols.
• Assists with administering the program budget to anticipate needed expenditures and possible revenue sources for Public Health Information Network (PHIN) Initiatives and other data projects.
• Writes grants, and secures contracts and other funding for program endeavors.
• Serves on committees and collaborates to support integration between Public Health Information Networks.
• Designs, creates, updates, and manages Public Health Information Network (PHIN) computer system applications/modules and coordinates data informatics principals and data standards for data components for project protocols within the department and with contributing outside agencies.
• Administers the automated infectious disease databases to evaluate, monitor, and detect disease outbreaks and organize data from investigational studies.
• Analyzes epidemiological data to interpret study findings, guide policy, and secure funding, and uses appropriate computer statistical programming techniques to describe health problems, the population affected, and contributing factors.
• Collaborates with internal and external private and government information service/technology and public health agencies, committees, and groups to communicate and expertise in public health investigation business processes, practices, and requirements.

The Data Surveillance Manager leads the Infectious Disease Analytic team which supports communicable disease analysis. The team’s work is centered around building sustainable and robust tools for communicable disease analytics that can easily be scaled to outbreak and pandemic situations. Normal operations for this team include building reports and dashboards for standard surveillance activities, creating and maintaining internal and public-facing data products, conducting and reacting to aberration detection, and using data to make data-informed recommendations for public health interventions and response. Additionally, the Data Surveillance Manager helps guide the vision and priorities of the Analytic Bureau which, in addition to the Infectious Disease Analytic team, includes Population Health Analytics and Operations and Performance teams.
