About the Job
Under direction, collects, analyzes and presents financial, performance improvement and quality data for organizational planning and decision-making; provides technical, financial or performance improvement and quality metrics, and informational assistance to Riverside University Health System (RUHS) program managers and department directors for strategic planning, healthcare or financial performance decision-making purposes; performs other related duties as required.
The Decision Support System Analyst is an advanced journey level classification and reports either to the Decision Support System Manager, the RUHS Performance and Service Excellence Administrator, or to an appropriate RUHS department manager. Incumbents are responsible for exercising considerable judgment and independence in providing the development, maintenance and ongoing enhancement of financial and/or performance improvement and quality data reporting for RUHS. Responsibilities include the compilation and in-depth analyses of data to support decision-making related to performance and quality improvement, budget, cost-containment, finance, contracts, pricing of health services, purchasing, and other financial or healthcare related functions. Decision Support System Analysts may act as a project lead and provide task supervision for other staff.

EXAMPLES OF ESSENTIAL DUTIES
• Prepare and present a variety of budgetary, informational and/or quality and performance improvement statistical reports and make recommendations.
• Prepare comparative analyses of operating programs by analyzing cost in relation to services performed during previous fiscal years; prepare regular and special reports necessary for organizational strategic decision-making.
• Identify problems related to quality metrics and financial or technical data; complete analysis and recommend solutions; initiate and facilitate comprehensive reviews of financial and quality data to ensure that RUHS is aligned with policy and program requirements.
• Perform analytics-based quality and performance improvement projects to determine indicators for evaluating quality of patient care and predicting patient health outcomes; provide analytics support for RUHS Performance Excellence teams.
• Ensure integrity of healthcare performance improvement measures and indicators, including data extraction, processing, storage, and interpretation; develop comprehensive quality dashboards and performance excellence metrics reports.
• Ensure accuracy, completeness and validity of data for reporting purposes related to decision support systems; identify problems with data and results and refer these to management.
• Consult with unit heads to ensure adjustments are made in accordance with program changes in order to facilitate long-term strategic planning.
• Collect, analyze and present data for planning/cost containment and comparison.
• Develop and conduct training for decision support system end users.
• Assist in the preparation of quarterly operational forecasts for current and future years using statistical and modeling techniques.
• Assist in the implementation of new systems including networks, software and hardware.
• Advise staff on cost analysis and fiscal allocations.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree in accounting, business, health administration, finance, nursing, public health, industrial engineering, statistics, management information systems, or a closely related field to the assignment is preferred.
Experience: Three years of progressive experience as a professional accountant or financial analyst with a minimum of one year working in an acute care hospital or multi-facility health system. Experience working with Allscripts EPSi system or Epic information systems and applications is preferred.

Knowledge of: Statistical methods and analysis; applications of statistical methods to management analysis; financial and budgetary management; budgeting and hospital accounting principles; methods of developing systems and forms for various types of accounting and financial records and reports; decision support systems and their application to accounting/financial operations or healthcare performance improvement programs; accrediting agencies, federal, state, and local regulations influencing agency financial operations or healthcare quality and delivery.
Ability to: Apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; extract data from multiple financial systems or healthcare quality metrics and manipulate with ease and accuracy; interpret an extensive variety of technical instructions in mathematical or diagrammatic form; deal with several abstract and concrete variables; prepare business letters, expositions, summaries, and reports using prescribed format and conforming to all rules of punctuation, grammar, diction, and style; participate in panel discussions; speak extemporaneously on a variety of subjects; plan work and develop procedures; understand statements of operations and procedural routines; apply numerical reasoning to design or modify systems; prepare graphs showing operational characteristics of systems using mathematical tables and formulas.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
