Deputy Chief Financial Officer - Asian Health Services

Essential Job Functions

• Assists the Chief Financial Officer in planning, implementing and evaluating the organization's fiscal function and performance, including but not limited to: general accounting, data processing, purchasing, accounts payable, payroll, payer contracts, revenue cycle, and accounts receivable by organizational policies and procedures and regulatory policies.
• Under the supervision of the Chief Finical Officer will help maintain an accounting system that provides a timely and accurate budget for the organization including for new and on-going grants, and a system that ensures accurate financial reports and trend analysis.
• Under the direction of the Chief Financial Officer will help with financial and tax strategies and performance measures that support the company's strategic direction.
• Under the supervision of the Chief Finical Officer will assist in the responsibility for the development and execution of Federally Qualified Health Center (FQHC) rate-setting strategies, annual cost reports, and reconciliations.
• In partnership with the Chief Financial Officer provides strategic financial input and leadership on decision-making issues affecting the organization, i.e., evaluation of potential alliances, the financial impact of contracts, pension funds, and investments.
• Ensures that the organization complies with all legal and regulatory requirements.
• Develops and maintains internal controls to safeguard the organization's assets.
• Develops, implements, and enforces policies and procedures of the organization to improve the overall operation and effectiveness.
• Works with external auditors as needed.
• Other related duties as requested by the Chief Financial Officer.

Supervisory Responsibilities

• Direct supervision of managers for payer contracts, and revenue cycle departments.
• Conducts supervisory/managerial responsibilities by the organization's policies and applicable laws including interviewing and hiring of employees; planning assigning, scheduling, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems

General Agency/AHS Duties

• Fosters an environment that promotes trust and cooperation among clients and staff.
• Enforces clinic policies and procedures, including maintenance of client confidentiality under HIPAA privacy rules, to ensure that the principles of AHS are implemented.
• Plays an active role in planning organization-wide activities such as AHS general membership meetings, fundraisers, special clinic days, and other events.
• Participates in general membership meetings, fundraisers, and other public events, as required.
• Participates in outreach activities, agency advocacy, and serves on ad hoc committees, as requested.
• Attends AHS staff retreats and Board of Directors meetings, as required.
• Participates in agency-wide quality improvement program processes and performance improvement teams to ensure excellence in the quality of services provided across the agency.

Minimum Qualifications

• Bachelor's degree in finance, accounting or related field
• Minimum of 10 years of progressively responsible experience in financial management and supervision of staff with a minimum of three years in the healthcare environment.
• Any combination of education and experience.

Preferred Qualifications

• Master's Degree in Finance, Accounting, or related field.
• Federally Qualified Health Center specific experience.
