Job Description
SUMMARY:
Reporting to the Chief Information Officer, the Deputy Chief Information Officer (Deputy CIO) provides leadership and strategic direction to the University’s IT division and supports the Chief Information Officer in overseeing the implementation of leading technologies, ensuring robust cybersecurity measures, and leading IT innovation to enhance the institution’s academic, administrative, and research capabilities. This role focuses on building strong relationships with internal and external stakeholders and cultivating a forward-thinking and collaborative technology environment across the university; and on the “operational” aspect of the Information Technology division. This technical, operations-centered senior IT executive role is the most trusted partner of the CIO in leading IT to become a business-oriented organization.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Leads and inspires cross-functional teams, fostering a culture of excellence, collaboration, and innovation.
- Works with the Chief Information Officer (CIO) and business leadership team, providing in-depth workflow expertise supporting enterprise-wide business decisions and processes to increase operational maturity.
- Develops partnerships with university leadership, faculty, and staff to promote effective and efficient use of technology across all functions.
- Oversees the day-to-day IT operations technical and application support, ensuring consistent delivery of high-quality services and support.
- Negotiates contracts with vendors and collaborates with the procurement services department.
- Assists the CIO in IT budget planning, resource allocation, and procurement to ensure cost-effective technology investments.
- Ensures the university’s information systems and infrastructure are secure, reliable, and scalable to support institutional growth.
- Implements best practices in IT governance, risk management, and compliance with relevant regulations, including FERPA, HIPAA, and GDPR.
- Drives the adoption of emerging technologies to enhance teaching, research, and administrative functions.
- Leads initiatives to modernize legacy systems and enhance cloud computing, data analytics, and cybersecurity capabilities.
- Ensures the implementation of robust data governance frameworks and information security practices to protect sensitive data; directs risk evaluation and compliance management processes.
- Promotes the integration of technology into the curriculum and research to foster academic innovation and student success.
- Mentors and develops IT leadership and staff, promoting continuous professional growth and succession planning.
- Builds and maintains relationships with key external partners, including technology vendors, peer institutions, and industry groups.
- Encourages collaboration between IT and other campus units to ensure that technology serves the needs of faculty, students, and staff.
- Develops and maintains a positive, engaging work environment, emphasizing teamwork and shared goals. Formulates IT policies, procedures, and performance management measures.
- Performs other duties as assigned.

QUALIFICATIONS:
REQUIRED:
- Master’s Degree from an accredited college or university in Information Technology, Computer Science, or a related field.
- Minimum ten years of progressive leadership experience in information technology, with at least five years in a senior management role.
- Experience in network, infrastructure, and scalable technical infrastructure.
- Experience in a complex higher education environment.
- Demonstrated success in leading large-scale technology initiatives and managing complex IT environments.
- Strong leadership skills with the ability to articulate a clear vision and inspire others.
- Excellent communication, negotiation, and interpersonal skills, with a demonstrated ability to work collaboratively with diverse stakeholders.
- In-depth knowledge of current and emerging IT systems and practices, including enterprise resource planning (ERP) systems, cloud computing, cybersecurity, and data management.
- Strong understanding of IT governance, security frameworks, and compliance requirements.
- Ability to analyze complex problems, identify solutions, and make sound, data-driven decisions.
PREFERRED:
- Certifications in Project Management (PMI).
- Prior Teaching Experience in Higher Education Setting.
- Fundamental Proficiency in AI, Machine Learning, and LLM Concepts.
- Technical or Cybersecurity Certifications/Accreditations.
- ITIL or Similar Change Management Experience.
- Experience in a unionized environment and public institution.
