About the Job
The Riverside County Fire Department seeks an experienced executive leader to be the Deputy Director of Fire Support Operations. The incumbent in this position will mentor and lead the operational support section of the fire department including but not limited to the command center, fleet, and facilities. The Deputy Director of Fire Support Operations will also r eview and monitor budget updates, management of actions necessary to balance budget, anticipation of revenue changes, and the execution of cost-benefit studies and brief the Chief Deputy and the Fire Chief on project initiatives. Additionally, the incumbent will develop and promote effective working relationships with County and external agencies as well as attend and represent the department at various governmental and citizen meetings, conferences, or other scheduled events.

This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (2) of the County Management Resolution and will serve at the pleasure of the Chief Deputy County Fire.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have a significant influence on the achievement of organizational objectives.

The Riverside County Fire Department is one of California's largest integrated, cooperative, regional fire protection organizations. The Department, a unique partnership between State of California Department of Forestry and Fire Protection (CAL FIRE) and the County of Riverside, serves 19 partner agencies and 1 community service district. EXAMPLES OF ESSENTIAL DUTIES
• Manage, plan, direct, assign, and supervise the programs, procedures and personnel in the Operational Support or Planning and Statistics Units.
• Assist the Chief Deputy County Fire and Fire Department Executive Leadership in areas such as planning and developing all policies, programs and procedures of the Fire Department that relate to future needs of the Department including new or replacement facilities and areas within assigned purview; strategic oversight, coordination and management of critical operational and support functions; provide leadership to multiple divisions, each specializing in crucial areas that contribute to the department's overall effectiveness; may represent and act on behalf of the Chief Deputy County Fire when needed in their absence.
• Confer regularly with the Chief Deputy County Fire on the implementation of policies, programs and procedures for improved levels of service.
• Collaborate with other deputy directors and department heads to ensure seamless coordination between the planning or operational support services; foster communication and cooperation between various divisions and units.
• Contribute to the development and execution of operational preparedness plans, especially as they relate to planning, logistical, or support functions during day-to-day operations and planned activities.
• Interact with both internal and external stakeholders, vendors and other agencies to enhance collaboration and support for the department's logistical and support needs.
• Direct and coordinate the fiscal and analytical operations, which may include, but are not limited to, the functions of fiscal control, accounting, purchasing, personnel, grant preparation and analysis, contract administration and capital improvements; prepare or supervise the preparation of the annual budget; manage resources, including budgetary considerations, to optimize the performance of each division; ensure that equipment, personnel and funding align with departmental goals; review and make recommendations on expenditure requests and budget variances; plan and forecast revenues through a variety of revenue resources which may include, but are not limited to, grant and redevelopment fund recovery, property taxes, contract revenues, state reimbursements, fees, bond and trust funds, and general fund contributions; supervise accounting processes for County revenues and expenditures.
• Conduct or direct the completion of complex studies pertaining to a variety of administrative and operational problems; determine actions and corrections appropriate for improvements; advise management of findings and methods for effective resolution; conduct special studies and prepare reports on departmental/agency operations and systems; develop and implement monthly reporting, development of ad hoc reports and comprehensive analysis for product and service lines of business.
• Review and evaluate program effectiveness; analyze bills before the state legislature for effect and cost to department services, having statewide application; ensure compliance with local, state and federal laws, rules and regulations, and direct the development and implementation of appropriate control systems, policies and procedures within the areas of planning or operational support.
• Develop and implement strategic plans to ensure efficient and effective operation of Fire Department planning and operational support; ensure all data and planning are in line with department Key Performance Indicators (KPIs) and Executive Office strategic plan and that the data is consistent with department standards.
• Prepare or supervise the preparation and review of assigned grant proposals for various programs and projects; interface with governmental agencies' personnel regarding requirements for obtaining funds and monitoring procedures; present proposals to various Executive Leadership Boards in order to gain approval or support for programs and projects.
• Direct and implement the purchase, construction and renovation of facilities with multi-county or state jurisdictions through negotiated contract agreements with architects and developers; approve change orders; monitor agreements with, and mediate disputes between, contractors and architects.
• Plan and direct internal operations such as personnel, information systems, public service, procurement, development review, and contract administration; direct the resolution of complex administrative problems; interview, hire, train, and evaluate the performance of subordinate staff; review, coordinate, monitor, and supervise performance of administrative functions to ensure effective and efficient operations and supervise the preparation of cost recovery invoicing.
• Negotiate and monitor city and/or special district contracts for services, crediting property taxes and redevelopment monies against invoices for services, and coordinate contract language with County Counsel.
• Direct and participate in the resolution of difficult, sensitive and high interest operational issues; facilitate the communication of information regarding new legislation to professional personnel; direct and participate in the preparation of responses to lawsuits, media inquiries and requests from the Board of Supervisors.
• Attend and represent the Department at various governmental and citizen group public meetings, conferences or other scheduled events; make presentations on various programs and services provided; represent the Fire Department in staff and budget meetings with the Board of Supervisors, city councils and others.
• Prepare funding documents and Form 11s for Board of Supervisors' consideration/approval.
• Draft, review, interpret, and analyze new and proposed administrative legislation related to department functions and operations; take appropriate action in order to ensure compliance with existing rules and regulations.
• Develop and promote effective working relationships with County departments and external agencies and organizations involved in areas within assigned purview.
• Manage and direct personnel actions; interview and recommend candidates for employment; assign, train and evaluate subordinate supervisors and other personnel; define and resolve complex problems; establish work standards and operational objectives in assigned area of responsibility.
• Regularly evaluate the efficiency of operations and the condition of physical facilities/equipment of the Fire Department in general; determine personnel and equipment requirements.
• Supervise the maintenance of records; analyze information and prepare reports.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with major coursework in business or public administration, finance, economics or a related field. Coursework or an emphasis on strategic planning is highly preferred.(Additional qualifying experience may be substituted for the required education on a basis of one year of fulltime experience equaling 30 semester or 45 quarter units of education.)
Experience: Five years of managerial experience which must have included at least three years of experience supervising management professionals and administering the following three managerial functions:
1. Budget Preparationincluding the preparation of line item and program budgets, program budget narratives; the development of performance indicators, projection of revenues, and justifying and explaining the budget to Board of Commissioners, and/or County Board of Supervisors, and/or City Councils, Financial Management and Auditor and Controller staff.
2. Personnel Administration including forecasting departmental personnel needs; providing guidance and recommendations to appointing authorities and top managers on the selection, recruiting and management of employees; managing grievances and disciplinary matters; and payroll supervision.
3. Fiscal Management including the review and monitoring of budget updates, management of actions necessary to balance budget, anticipation of revenue changes, and the execution of cost-benefit studies.
Knowledge of:Organizational structures and relationships of public administration and government entities (County, State, federal, and local jurisdictions); federal, State and local ordinances and laws governing the Fire Department; management principles including financial, budgetary, cost/benefit analysis, management information systems, supervision, and performance evaluation; the principles of organization and administration; principles of supervision and staff utilization; principles and methods of planning, developing, and evaluation programs, policies, procedures, and operations; current trends in public policy affecting Fire Department operations and programs; strategic management and team building.
Ability to: Analyze, plan, and direct budget preparation; develop, monitor, and direct a fiscal system which complies with various local, State, and federal laws, rules, and regulations; analyze organization, administration, and budgetary matters and recommend effective courses of action; plan, organize, and direct the activities of varied Fire Department and administrative functions; audit and evaluate programs and projects; implement and enforce departmental policies and philosophy; communicate clearly and concisely; make effective presentations of information, findings and recommendations; plan, organize, coordinate, evaluate and manage the work of assigned functions and staff; direct the preparation of specifications, reports, and budget estimations; analyze organizational, administrative and budgetary problems, and effectuate sound solutions; comprehend, interpret and apply laws, rules, regulations and procedures affecting operations; establish and maintain effective relationships with a variety of agencies, organizations and individuals; promote various program and services awareness among community groups and organizations; prepare comprehensive and clear oral and written reports.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.Effective July 1, 2023, the employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours

BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
