About the Job
We are seeking a dynamic and experienced Sr Development Manager to lead our team of Scrum Masters and Business Analysts. The ideal candidate will have a strong background in agile methodologies, excellent leadership skills, and a passion for driving successful project outcomes.
Essential Duties and Responsibilities:
- Perform project management for the full project lifecycle development and implementation of technical activities that ensure successful project completion for highly complex work or teams larger than 15 people.
- Serve as the point of contact and client interface for project technology related issues.
- Perform all project management functions; including work breakdown and cost estimation, scheduling, monitoring and tracking of technical progress against the defined timetables and budgets, and staff assignment and development.
- Lead and direct the successful delivery of application development, systems integration, and product installation/customization services while ensuring that assigned projects adhere to the approved life cycle work patterns, standards, and procedures for solution delivery.
- Supervise and manage staff assigned to the project, assigns and directs their activities.
- Manage activities of subcontractors utilized to deliver the technical solution.
- Define and implement development plans for assigned projects in order to increase staff's knowledge and skills in the areas relevant to the teams' work such as project management, analysis, software development, or testing).
- Provide hands on support during various stages of the lifecycle to include requirements analysis, testing and potentially programming support.
- Identify and assess new functional capabilities supporting engineering change proposals and additional follow on work.
- Identify, track, manage, and communicate risks and issues with stakeholders and upper management.
- Perform other duties as may be assigned by management.
Key Responsibilities:
- Team Leadership: Oversee and mentor a team of Scrum Masters and Business Analysts, fostering a collaborative and high-performance work environment.
- Project Management: Ensure projects are delivered on time, within scope, and within budget. Coordinate with cross-functional teams to align project goals with business objectives.
- Agile Practices: Champion agile methodologies and practices across the organization. Facilitate agile ceremonies and ensure adherence to agile principles.
- Stakeholder Management: Act as a liaison between business stakeholders and the development team. Ensure clear communication and manage expectations.
- Continuous Improvement: Identify areas for process improvement and implement changes to enhance team efficiency and project delivery.
- Risk Management: Proactively identify and mitigate project risks. Develop contingency plans to address potential issues.
- Performance Monitoring: Track and report on team performance metrics. Provide regular feedback and conduct performance reviews.
Minimum Requirements
- Bachelor's degree and 7-10 years of relevant experience or equivalent combination of education and experience required.
- Manages activities of two or more sections or departments.
- Exercises supervision in terms of costs, methods, and staffing.
- In some instances this manager may have subordinate supervisors and/or managers.
- Works on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives.
- Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results.
- Establishes and assures adherence to budgets, schedules, work plans, and performance requirements.
- Regularly interacts with senior management or executive levels on matters concerning several functional areas, divisions, and/or customers.
- Requires the ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship.
- Establishes operational objectives and work plans and delegates assignments to subordinates.
- Senior management reviews objectives to determine success of operation.
- Involved in developing, modifying and executing company policies that affect immediate operations and may also have company-wide effect.
Project Specific Qualifications:
- Minimum of 7 years of experience in a development management role, with a focus on agile methodologies.
- Certified ScrumMaster (CSM) or Certified Scrum Professional (CSP) preferred.
- Strong leadership and team management skills.
- Excellent communication and interpersonal skills.
- Proficiency in project management tools and software.
- Ability to manage multiple projects simultaneously.
- Strong problem-solving and decision-making abilities.

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicant's salary history will not be used in determining compensation. Maximus will comply with regulatory minimum wage rates and exempt salary thresholds in all instances.
