LANES is a community-based Healthcare Information Organization (HIO) whose mission is to improve health care delivery by building a platform that enables cost-effective and secure electronic exchange of patient medical records among public and private health care providers and health plans in Los Angeles County. LANES seeks to make personal health information available when and where it is needed for patient care, safely and securely.
LANES uses the Mirth technology, AWS cloud and Google Big Query and FHIR, to link healthcare organizations and to maintain the core technology infrastructure of the Health Information Organization.
The DevOps Engineer will provide operational and technical support to LANES.
Responsible for effectively managing operations within the Amazon Web Services and Google Cloud infrastructures. Serve as the primary lead for production support, operational support and issue resolution of:
- HL7 and CCD interfaces in Mirth Connect
- Middleware layer consisting of Node.js running a load balanced EC2 group
- Web application layer consisting of Angular and Nginx
- Postgres database
Responsibilities include interacting with external technical vendors, LANES team and LANES clients regularly. Provides day-to-day analysis of health of the HIE, including issue reports, monitoring of quality standards and customer impact analysis. Provides detail analysist support for all issues or concerns. Monitors and documents resolution progress and provides updates to all parties. Clearly understand the mission of the LANES and demonstrate exceptional customer service to all LANES’ participants and team members. Work collaboratively with all to support program objectives.
This is a virtual home-based position. Will be required to attend in-person meetings in the Los Angeles area as-needed basis.
This is a full-time benefitted position. Employment is provided by Heluna Health.
The pay range for this position is $116,000.00 annually.
ESSENTIAL FUNCTIONS
- Manage operations / troubleshooting in our cloud environment (Primarily AWS with some GCP) and setup the necessary tools / alerts / monitoring to ensure maximum uptime
- Troubleshoot HL7 / CCD interfaces, as well as Node / Angular application issues and provide detailed analysis to the development team
- Troubleshoot Postgres database performance / issues and make optimization recommendations to the development team
- Setup monitoring and alerts to ensure a resilient environment
- Define and maintain SOPs for the development / operations teams
- Troubleshoot to a 2nd or 3rd level and clearly communicate findings to the development team
- Troubleshoot and resolve basic network connectivity
- Develop an operational environment that focuses on customer service and operational excellence.
- Provide configuration management support of current and future designs to ensure scalability and availability of all production features.
- Perform system updates and maintenance during monthly windows
- Oversee all operation issue of technical systems and other service providers, including developing feedback mechanisms from program participants.
- Provide day to day support of HIE operations and activities, including reports, technical assistance, client support, help desk and utilization reports.
- Develop operational process to support business objectives using an array of technologies and methods that align to best practices in the market
- Work with other technical resources in joint analysis, debugging and defining processes and procedures to increase proficiencies and quality
- Define and execute on an establish SDLC with process improvements
- Other duties as required to ensure LANES operations are successful
JOB QUALIFICATIONS
- Bachelor’s degree in information technology (IT) or a related field
- AWS Cloud Services, 5+ Years mandatory. Prefer GCP experience also
- EC2: Linux shell commands
- Load balancing
- Auto Scale Groups
- RDS – Postgres
- Networking
- Management, monitoring, backups, DR planning / testing
- Uptime checking – internal and external
- Managing hundreds to thousands of HL7 interfaces, preferably in Mirth Connect
- Comfortable with CI/CD concepts, for reliable, no downtime releases
- Dev Ops management within AWS, CloudWatch, logging, alerting, monitoring
- Five (5) years of experience in information technology across diverse application areas and technologies and methodologies
- Four (4) years of experience working in team environments and implementing healthcare related system dealing with HL7/Clinical data in a distributed environment
- Two (2) years of experience in vendor services environment
- Four (4) years of experience with Interface development using HL7
- Five (5) years of experience in technical operational support
- Ability to work with minimal supervision
- Ability to adopt best in class processes and tools
Preferred
- Master’s degree in information technology (IT) or a related field
- Solid understanding of current operational procedures
- Experience with industry best practices in software methodologies and process improvements
- Effective oral and written communication skills to negotiate and set realistic expectation with clients
- Extremely high level of analytical ability to resolve complex and difficult issues
- Very high level of interpersonal skills to work effectively with others, motivate employees, and elicit work output in a team environment
- Excellent communication skills (written and verbal) to write reports and findings and present to all levels of management
Certificates/Licenses/Clearances
- A valid California driver’s license, proof of vehicle insurance, and reliable transportation or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
