Position Summary:
Responsible for providing leadership and overseeing the clinical operations for all Peninsula Outpatient Services. Develops programming and oversees treatment process. Ensures the coordination and continuity between levels of care within the continuum of services provided throughout Peninsula. Provides leadership for continuous quality improvement. Works collaboratively with other Peninsula Clinical leaders (Director of Nursing, Director of Pharmacy, Director of Quality Improvement, Clinical Directors of Hospital and Village) to ensure consistent delivery of high quality clinical services throughout the organization. Works alongside Outpatient Director of Operations to jointly manage all aspects of outpatient programs and services.

Responsibilities:- Accountable for effective delivery of community-based patient care through clinical supervision, evaluation of staff, orientation, training, direct observation, consumer feedback, consultation with physicians, role modeling, and providing other resources to staff as needed.
- Responsible for hiring, training, completion of performance evaluations, and discipline of clinical staff.
- Provide clinical leadership for all outpatient services that is consistent with the mission and values of Peninsula and that is responsive to the identified needs of the marketplace and the clients served.
- Ensures the provision of clinical supervision to all outpatient clinical staff.
- Participates in the development and/or revision of clinical policies and procedures and CQI projects.
- Accountable for the development, implementation, and evaluation of standards of care and standards of practice for all outpatient services.
- Works collaboratively with the medical staff and Outpatient Administrator to establish the necessary processes to assure that the clinical staff carry out responsibilities in accordance with the purpose and values of the organization and the strategic plan.
- Assure that all outpatient services are appropriately integrated throughout the multi-system organization to provide continuity of client service. Identify possible synergies with other system facilities.
- Responsible for working collaboratively with Outpatient Administrator and Director of Operations in the development, implementation, and monitoring of annual operating budget.
- Collaborates with Director of Operations in developing and maintaining systems, which supports the delivery of clinical services. Ensures compliance with regulatory agency regulations (the Joint Commission, state agencies, etc.), as related to patient care and clinical documentation activities by making necessary program/facility changes.
- Communicates with all outpatient clinical staff regarding issues or needs that impact on the care of the consumer. Develops with the clinical team programmatic activities for provision of quality patient care.
- Provides direction in level of care decisions as needed.
- Coordinates as necessary to ensure that utilization management occurs and that clients are receiving services at the appropriate level of care.
- Collaborates with physicians to improve the provision of clinical services and administrative processes respective to the clinic.
- Ensures quality of documentation and provides educational support and assistance necessary to obtain and maintain quality documentation.
- Ensures prompt and efficient access to services/care within all outpatient departments.
- In conjunction with Director of Operations is accountable for marketing and census building activities for the clinics. Responsible for developing and maintaining relationships with actual or prospective referral sources. Serves as the primary representative of clinical services to external constituents through committee meetings, board memberships, public speaking, etc. Interfaces with Primary Care Physicians and specialists within and outside the Covenant system to facilitate awareness and utilization of services.
- Demonstrates knowledge and competency in providing for the care of psychiatric patient, including age specific needs of those patients served.
- Plans and implements a program for staff orientation and continuing self-development.
- Facilitates communication between outpatient departments and other Peninsula entities as well as other divisions of Covenant Health.
- Provides ongoing clinical and programmatic information as it relates to all programs and their impact on the clinics and MCU and makes recommendations to outpatient administration
- Attends meetings as required and participates on committees as directed.
- Other related duties as assigned.
Minimum Education:
Masters in Social Work or other mental health related field.
Minimum Experience:
Minimum five (5) years clinical experience and two (2) years relevant management experience required.
Licensure Requirement:
Licensure required in a mental health related field.
