Director of Grants Management

Starting Salary: $118,128-$129,936/year

Under direction of the Assistant Commissioner of Capital Finance, coordinate and develop all federal grants for CDA including but not limited to FAA (AIP and PFC), CBP, TSA and other similar programs.
ESSENTIAL DUTIES
- Act as CDA’s point of contact for outside agencies overseeing certain airport funds Federal Aviation Administration (FAA) Airport Improvement Program (AIP) and PFC
- Maintain a positive professional working relationship between the CDA and FAA, as well as for all outside AIP and PFC inquiries referred by other CDA departments
- Perform relevant research to identify available Grant/PFC opportunities and evaluate results
- Keep relevant airport staff informed about upcoming deadlines and deliverables ensuring smooth completion of work responsibilities
- Coordinate and manage reporting for the US Department of Transportation (DOT) Transportation Infrastructure Finance Innovation Act (TIFIA) program for CDA and other rental car Customer Facility Charge (CFC) related reporting and tracking
- Review project, contract, and other relevant Grant and PFC related data for accuracy, completeness, and compliance with grantor agency and internal requirements
- Oversee annual audit related to the Grant/PFC program, assist internal and external auditors during the annual Grants/PFC audit
- Research and recommend funding sources for the capital development program, review development program projects for eligibility, and recommend funding strategies, as they relate to Grant/PFC funding
- Develop recommendations to the Sr. Capital Finance Manager regarding policies, procedures, and controls relating to Grants/PFCs; assist in the implementation
- Develop and/or coordinate various communications/presentations targeted at internal and external audiences.
- Provide advice and guidance to management on issues related to the AIP and other Grant/PFC programs.
- Assign tasks and complete annual performance appraisals for all direct reports, as assigned.
- Manage all work product and deliverables for the Grant/PFC administrator.
- Coordinate and work in conjunction with Capital Finance Analyst, Supervisor of Grants /PFC Administrator and Assistant Commissioner of Capital Finance
- Other duties as assigned by senior management

Days: Monday-Friday;May be required to work weekends
Hours: 8:30AM-4:30PM;Must be flexible to early or late meetings

Qualifications
THIS POSITION IS EXEMPT FROM CAREER SERVICE
MINIMUM QUALIFICATIONS:Graduation from an accredited college or university with a Bachelor’s degree in Public Administration, Business Administration or a directly related field, supplemented by six years of grants administration experience, including two years in a supervisory capacity; or an equivalent combination of training and experience.
NOTE:The candidate selected for hire must pass an airport background check and a Security Threat Assessment (STA)
