Job Description Director – Compliance Services Position Summary Witt O’Brien’s is seeking a Director to lead our Compliance Services within the Government Advisory Services practice. This role will focus on overseeing and managing compliance with key federal requirements and standards, including Davis-Bacon labor standards, Build American Buy American (BABA) provisions, and other regulatory standards associated with federal funding. The ideal candidate will have a strong background in auditing and compliance, consulting experience with diverse entities, and the ability to oversee complex client engagements. This role will be responsible for ensuring that our clients meet all relevant regulatory obligations. Position Details Reports to: Associate Managing Director, Program Advisory Services Position Location: Remote Position Type: Regular Full-Time FLSA Status: Exempt Pay: Salary Compensation: Commensurate with experience Travel: As needed Essential Job Functions Compliance Leadership: Lead the development, implementation, and management of compliance services related to federal labor and procurement standards, with a particular focus on Davis-Bacon labor compliance and Build American Buy American (BABA) requirements. Auditing and Monitoring: Lead the development of auditing, monitoring, and compliance frameworks. Oversee audits and compliance reviews to ensure adherence to Davis-Bacon labor standards, including wage determinations, certified payrolls, and other relevant documentation. Client Advisory and Relationship Management: Serve as the primary advisor to clients on compliance issues, providing expert guidance on federal labor and procurement regulations and best practices. Cultivate long-term relationships and explore opportunities to support additional client needs. Program Development: Oversee the development and implementation of specialized compliance programs for clients, ensuring they meet all federal requirements under Davis-Bacon, BABA, and other federal regulations and standards. Training and Education Initiatives: Design and deliver comprehensive training programs for clients and internal teams related to Davis-Bacon, BABA, and other relevant compliance topics to enhance understanding and ensure compliance. Policy Analysis: Conduct in-depth analysis of labor and procurement policies to support the development of compliance strategies that align with federal and state regulations. Lead efforts to adapt and refine policies and processes in response to changing regulatory landscapes and client needs. Strategic Planning and Execution: Contribute to the strategic planning process for compliance services, identifying growth opportunities, and supporting initiatives that enhance the practice’s competitive edge. Business Development: Identify and pursue new business opportunities related to compliance services. Prepare proposals, cost estimates, and other client-facing documents to support strategies aimed at expanding the client base. Team Leadership: Build, mentor, and lead a high-performing team of compliance professionals. Provide, mentorship, guidance, and support to ensure high-quality service delivery and adherence to applicable standards. Foster a culture of continuous learning and development, ensuring the team remains current on compliance standards and best practices. Risk Management and Mitigation: Develop and implement risk management strategies to proactively identify and address potential compliance risks. Ensure tat the team is equipped to handle emerging risks and challenges effectively. Regulatory Engagement: Engage with federal and state regulatory bodies to stay informed of changes in compliance requirements and advocate on behalf of clients. Minimum Job Requirements Bachelor’s degree in a relevant field such as Business Administration, Public Policy, Law, or a related discipline. Minimum 10 years of experience in compliance, auditing, or a related field, with a strong focus on Davis-Bacon labor standards and federal procurement regulations. Deep understanding of Davis-Bacon labor compliance, including wage determinations, certified payroll processes, and enforcement mechanisms. Knowledge of FAR, DFAR, SOX, or similar is also beneficial. Strong knowledge of Build American Buy American (BABA) provisions and other relevant federal compliance requirements. Excellent written and verbal communication skills, with the ability to convey complex regulatory information to diverse audiences. Strong analytical and problem-solving abilities, particularly in auditing and policy analysis related to labor and procurement compliance. Proven ability to manage client relationships and deliver high-quality compliance services that meet or exceed client expectations. Preferred Job Requirements Master’s degree or JD in relevant field from an accredited college or university is preferred. Professional certifications related to auditing, compliance, or project management (e.g., CCA, CPA, PMP, CIA). 3+ years of experience in a management or leadership role within a consulting firm.
