About the Job
Duties
The Director, Environmental Modeling Center (EMC) is responsible for carrying out the mission of the organization in the most economical manner using the precepts of sound management practices
This includes ensuring employees are provided the tools necessary to effectively accomplish organizational and performance goals; reducing barriers in systems processes; and supporting the goals of employees
The incumbent is also responsible for the discharge of the following essential organizational functions:

Advises the Director, NCEP as to the suitability of new products for operational implementation
Publishes research results in various media for widespread dissemination to the world meteorological community.

Ensures effective interactions between modelers, applications developers, forecasters and users; EMC and the national university/research community; EMC and other U.S
Government Agencies; EMC and the international research community.

Exercises scientific-administrative management of EMC's research and development effort, providing technical and executive leadership on a wide range of subjects in meteorology and oceanography analysis and prediction.

Advises, coordinates, and integrates EMC's efforts to ensure that they are in harmony with NCEP's operations, policies, and commitments as well as the Federal Plan for meteorology research.

Assimilates planned changes, long-term trends, guidance requirements, advances in NWP technology automated procedures, and changes in personnel or organizational structure.

Oversees all proposals by EMC scientists regarding financial support from outside the NWS, for the final clearance of scientific manuscripts for external publication.

Judges the correctness, significance and practical value of research results and approves their publication and/or adoption concerning EMC matters, or, in conjunction with the Director, NCEP when major changes in the Center's operations are involved.

Evaluates and promotes the scientific development and progress and methods of individual researchers; recommend personnel for promotion, recognition and training
Promotes the scientific development of NCEP personnel

Represents the Director, NCEP, as a member, alternate, or advisor to higher officials on committees, ad-hoc planning and program panels, and other functions of EMC and its national or international role.Requirements Conditions of Employment
As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

A combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
