PSI seeks a Director, Finance & Operations that will provide strategic leadership and oversight, maintaining sound PSI accounting systems and compliance with global finance policies and procedures for a USAID-funded project in Pakistan. Lead on financial reporting, technical support on budget development and management, audits, legal, operational management and administration, sub-award management for developing and overseeing project teams for finance, administration, and operations.
What You'll Do
• Maintain sound financial policies/procedures, systems, and practices for effective management on procurement and disbursement. Account for all financial resources to keep in compliance with PSI Global accounting policies, funder requirements and local law where required. Work closely with the Finance Managers to prepare submission of monthly financial packages to PSI Washington (PSI/W) and to ensure complete, accurate and timely recording and reporting of transactions; Coordinate with Programs to achieve objectives for donor reporting. • Ensure finance operations, IT, procurement, warehouse, Subaward and fleet management activities are delivered efficiently; Establish and support suitable accounting, asset management and general administrative systems and personnel. Ensure adherence to PSI Global Responsibilities Matrix Conduct review the quality of business operations systems and activities and provide support, where necessary; Ensure oversight and quarterly supervisory visits to field offices / warehouse to review the quality of business operations systems and activities and provide support, where necessary. • Work closely with Finance team to prepare submission of monthly financial packages to PSI/W and to ensure complete, accurate and timely recording and reporting of transactions; Coordinate with Programs and co-lead monthly review and analysis of financial reports and reconciliations with attention to how resources can be better allocated to achieve program objectives, Budgeting, Financial Analysis, Modifications and Activity realignments and Donor compliance; Validate monthly common cost analysis and update cost ratios to ensure compliance with PSI’s global policy; • Coordinate monthly reporting process from sub-awardees and joint programmatic and financial reports reviews, ensuring that costs are in line with the progress on delivery and implementation and that budget variances explanations are provided. • Support preparation and successful conclusion of internal and external auditing activities including annual donor audit reporting; Successful implementation of Audit recommendations; Engage any legal issues confronting the organization and minimize risk; Review and test controls to ensure Office systems are compliant with PSI Global Services Finance, Grants and Contracts policies, donor requirements, as well as Country laws. • Embody PSI’s values: Measurement, Pragmatism, Honesty, Trust, Collaboration, and Commitment.• Less than 10% international travel• 10-20% domestic travelPercentages listed above are not exact. What You'll Bring
• Bachelor's Degree (or international equivalent) in Finance, Accounting or a related field or a professional qualification in accounting (eg, CPA/ ACCA or equivalent). • At least 10 years of related work experience in finance/accounting positions in a country office or headquarters environment. Equivalent combination of relevant education and experience may be substituted. • At least 3 years of supervisory experience. • Working knowledge of ERP systems such as QBE or Lawson. • Expert Excel user. • Familiarity with donor funding regulations (i.e. USAID, Global Fund, DfID) and foreign country statutory requirments.• Significant experience managing large and complex US government-funded budgets (USAID preferred), minimum 3 years, 5 preferred.• Experience living and working in Pakistan.• Chartered Accountant/CPA equivalent preferred.

Salary Ranges:*
PSI is committed to pay equity and transparency. We ensure pay meets the market within each country. This approach minimizes our impact on local talent markets and allows PSI to attract and retain employees, while staying cost-competitive.
Actual base salary compensation will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range below would not be typical in order to allow for potential future salary growth.
Please note: Pakistani nationals and legal residents would be employed through the local PSI office. Pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency. For other candidates approved to receive expatriate packages will receive the appropriate compensation and allowance package. Details will be provided during interview process.
