While working to achieve N3B LLCC objectives, will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
Essential Duties/Responsibilities (may include, but not limited to):
- Serve as functional manager in non-supervisory role for the Regulatory Compliance division and provides regulatory strategy. Provides feedback to Functional team members on individual deliverables.
- Leads Consent Order milestone process support, annual milestone development and strategy, and management of Consent Order deliverables.
- Serves as overall lead for other regulatory issues including RCRA permit compliance and modifications, Surface Water Individual Permits, air permits, and other permits and regulatory agency coordination.
- Represents the Regulatory & Stakeholder Interface Program Manager, and positions and interests of N3B, in meetings with New Mexico Environment Department, regional community, Pueblo, and stakeholder group representatives and the general public.
- Follows or sets strategy and goals for the division and evaluates results.
- Plans, organizes and assigns skill-specific work to staff or people performing similar or related functions. May set goals and determine individual training and coaching needs.
- Acts as a content expert and/or internal consultant applying leadership and functional expertise for specific regulatory areas of designated responsibility.
Minimum Qualifications:
- Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques in project management involving regulatory compliance, environmental services, hazardous waste management services, remediation services, and/or ecological services.
- Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them.
- Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment.
- Ability to communicate effectively at the highest levels.
- Ability to develop and lead large sized projects, including defining scope, objectives and methods.
- Ability to train and mentor more junior staff.
- Can be viewed as an expert within on or more regulatory specialties and as highly competent within the broad discipline, both internally and externally.
- Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.
Education and Experience Required:
Bachelors' degree in Business Administration, Bachelor of Science, or related discipline combined with at least 5-8 years of related experience; however, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.
Working Conditions and Physical Requirements (Light Work):
While performing the duties of this job, the employee is regularly required to talk or hear. The noise level in the work environment is usually quiet to moderate.
Light Work Category - Physical demand requirements are in excess of those for sedentary work.
