Our team is searching for a highly motivated and experienced candidate to join our team. The ideal candidate is responsible for developing, implementing and administering all aspects of the laws and regulations associated with the Bank's Compliance Management Program. Assists the Bank's Chief Risk Officer, Senior Management and Bank personnel of emerging compliance issues and consults and guides the bank in the establishment of controls to mitigate risks compliance risk within the Bank. Leading the administration, implementation and quality control to ensure compliance with the Bank's policies and procedures, federal regulations and state laws where applicable. Serve as the Bank's BSA/AML and CRA/Fair Lending Officer.
RESPONSIBILITIES:
- Lead and manage a staff of BSA/AML and CRA professionals to accomplish goals through ongoing execution of development, retention, coaching and support, performance management, and managerial activities.
- Maintain and manage the Bank's BSA/AML, CIP Program, Customer Due Diligence (Beneficial Ownership), and OFAC Programs that addresses the Bank's policies and procedures.
- Ensure that the Bank has an effective BSA/AML and OFAC program that meets applicable regulatory requirements.
- Manage and coordinate the Bank's BSA/AML automated software.
- Coordinate and manage the data collection and submission for the OCC's Annual Money Laundering Data (MLR).
- Coordinate, maintain and/or review various risk assessments (ACH, BSA/AML, OFAC, Consumer Compliance, Identity Theft, Fair Lending, Remote Deposit and Wire).
- Serve as the primary point of contact for the 314 (a) list and the 314 (b) list.
- Manage the Bank's CRA & Fair Lending programs. This includes coordinating third-party reviews of compliance activities, addressing related findings and recommendations, and following-up to ensure appropriate corrective actions have been taken.
- Responsible for annual CRA and HMDA reporting and submission.
- Coordinate and manage the Bank's CRA/HMDA software.
- Coordinate and maintain the annual CRA Self-Assessment.
- Oversee the Bank's Identity Theft Program.
- Coordinate and oversee the Bank's Quality Control Program including reviews and schedule.
- Compile and issue quality control reports pertaining to compliance issues and provide recommendations for improvement.
- Provide leadership and guidance to a team of 4 compliance staff members
- Serve as a member of the CRA, Suspicious Activity Report (SAR), and Deposit Pricing Committees.
- Oversee and manage compliance related policies and procedures.
- Assist the Chief Risk Officer with the Board of Directors annual regulatory training.
- Act as a liaison to federal, state and local law enforcement with respect to SARs, grand jury subpoenas related to SARs, and other investigative requests.
- Prepare ERM and Board reports to Committee and the Board of Directors on an as needed basis.
- Act as a coordinator for external compliance audit and exams.
- Compile compliance information into meaningful reports for Bank management, auditors, and/or bank examiners.
- Monitor external audit and examination reports for findings and recommendations and conduct follow- up reviews when necessary.
- Develop, Administer and Support the DCB oversight functions related to Quality Control Exams.
- Monitor, Recommend changes to as well as Maintain DCB policies and procedures, keeping all current with OCC Regulation(s) as they pertain to all Lines of Business.
- Collaborate with the DCB Leadership Team to develop, implement and maintain proper controls for DCB's various products and services to adequately address regulatory requirements and mitigate compliance risk.
QUALIFICATIONS / SKILLS:
- Exceptional oral and written communication skills with the ability to express or exchange ideas, interpret documents and understand procedures, write reports and correspondence in a way that is easy for others to understand.
- Strong time management, organizational & planning skills with proven ability to multi-task & meet deadlines in a fast-paced environment without losing accuracy.
- Superior analytical & quantitative skills.
- Ability to handle confidential information with discretion.
- Ability to use good judgment define problems, collect data, establish facts and draw valid conclusions, based upon standard policy and procedure.
- Ability to make routine decisions quickly and independently, based on standard policy or procedure.

- Highly proficient with Microsoft Office (Outlook, Word, Excel, & Powerpoint).
EDUCATION/EXPERIENCE:
Certifications: CRCM or CAMs
Education: Eight to ten years' of banking experience in regulatory compliance banking.
Experience: A minimum of five years' experience in a regulatory BSA/AML compliance position. Experience using Global Vision's Patriot Officer Software desired. Experience in managing regulatory exams and relationships with examiners and auditors. Extensive knowledge of appropriate regulatory requirements, including local, state and federal laws. Extensive knowledge of AML regulations, risks, and appropriate controls. Demonstrated leadership and motivational skills.
WORKING CONDITIONS / ENVIRONMENT:
Hours: 40 hours a week, Monday - Friday, 8am - 5pm
Some variation in work hours may be required as job duties demand
Travel: None
Generally comfortable professional office environment, largely sedentary, with some moving about the building. Numerous interruptions, changing priorities, with heavy deadline pressure. Stressful at times due to legal/regulatory concerns, multiple reporting relationships, deadlines, and dealing with difficult customer/employee/lending issues. Routinely uses standard office equipment such as calculator/adding machine; computer/keyboard/ten-key, phones, photocopiers, filing cabinets and fax/scan machines.
While performing the duties of this job, the employee is frequently required to sit and occasionally required to stand or walk. The employee may occasionally lift or move files and/or storage boxes up to 10 pounds, files within file cabinets or filing system. There is frequent repetitive use of keyboard for approximately 6 hours per day and computer screen for extended periods of time.
