Primary Purpose:
Responsibilities may include the overall management, strategic planning, development, evaluation, and implementation of district maintenance, and warehousing functions and the district's safety and security program. Maintain physical school plant in excellent operating condition so that full educational use may be made at all times. Provide a physical environment that is functional, safe, clean, and attractive. Oversee mitigation, prevention, preparedness, response, and recovery phases of emergency management.
Qualifications:
Education/Certification:
Bachelor's degree or equivalent experience preferred
CDL preferred
Special Knowledge/Skills:
Knowledge of operations management and emergency operations planning
Excellent communication, public relations, and interpersonal skills
Knowledge of basic principles of construction, school plant maintenance, and custodial
operations
Ability to conduct on-site inspection of district facilities
Ability to read blueprints and schematics
Knowledge of National Incident Management System (NIMS), Incident Command System
(ICS), and Federal Emergency Management Agency (FEMA) procedures
Knowledge of health and school safety programs and applicable laws
Strong public information, organizational, communication, and interpersonal skills
Knowledge of local, state, and federal response procedures
Ability to work within the county emergency operations center as applicable
Ability to manage budget and personnel
Ability to implement policy and procedures
Ability to interpret data
Experience:
5 years experience in facilities operations management
5 years experience managing people
5 years emergency management, risk management, or safety and security experience
Major Responsibilities and Duties:
Operations Management
Oversee the management of facilities maintenance, warehouse, transportation operations of
the district and school safety.
Incorporate district-level goals into operational objectives to ensure that students arrive at
school and school activities safely and on time; and attend school in an environment that
is safe, clean, and conducive to learning.
Monitor and reevaluate operations departments on an ongoing basis to ensure that district
needs are being met in an effective and efficient manner. Implement changes where
appropriate.
Develop and maintain written departmental procedures for maintenance, repair, and
operations of all district buildings and equipment. Ensure work orders are processed and
executed in a timely manner.
Prepare plans and specifications for contracted repair work and site improvement for
submission to purchasing department for bids.
Collaborate with architects and consultants during the design and planning phases of all
construction projects to ensure compliance with the district's specifications, design and
construction standards, and building programs. Monitor the progress and compliance of
ongoing construction projects.
Ensure that the necessary time, resources, materials, and technology to support
accomplishment of department goals are available.
Policy, Reports, and Law
Implement federal and state laws and regulations and local board policy and ensure
compliance. Stay abreast of state and federal public policy changes that could impact the
district.
Compile, maintain, and file all reports, records, and other documents as requested.
Follow district safety protocols and emergency procedures.
Oversee development, maintenance, and implementation of the district's multi-hazard
emergency operations plan; ensure camps plans are up-to-date and in compliance with
the latest standards in emergency response.
Implement federal and state laws and regulations, local board policy, and insurance
regulations and ensure compliance.
Budget
Develop and administer the department budget based on documented needs and ensure
that operations are cost effective and funds are managed prudently.
Plan and direct inventory and stock control program for equipment and supplies.
Recommend disposal of obsolete equipment and purchase replacement equipment when
necessary.
Initiate purchase orders and bids in accordance with budgetary limitations and district
policies.
Approve and forward invoices and purchase orders for maintenance department to account
department.
Communication
Ensure that established goals and expectations related to district operations are
communicated clearly, consistently, and in a timely manner.
Prepare and deliver written and oral presentations regarding operational issues and security
and safety issues to the board, staff, and community, as required. Attend regular
meetings of the board.
Personnel Management
Evaluate job performance of employees to ensure effectiveness.
Select, train, evaluate, and supervise staff and make recommendations relative to
assignment, retention, discipline, and dismissal.
Safety
Ensure that safety standards are maintained in conformance with federal, state, and
insurance regulations and a district-wide preventive safety program is developed and
implemented.
Ensure equipment is maintained in optimum operating condition.
Follow district safety protocols and emergency procedures.
Provide leadership for the development, planning and implementation of the districtwide
school safety and security program.
Responsible for district safety, emergency management, NIMS, and ICS, training of
administrators, staff, and volunteers.
Develop and provide guidance to campuses and other facilities for emergency procedure
drills. Plan and coordinate drills with all instructional and noninstructional facilities to
ensure readiness when needed.
Plan agendas and serves as chair for the school safety and security committee, prepare the
committee to staff the Emergency Operations Center.
Oversee the annual review of the district emergency management plan using data, state
guidance, and stakeholder feedback to assess effectiveness and make recommendations
for improvement.
Inform campus leaders of the status of campus preparedness and planning for weather-
related or unexpected emergencies. Monitor weather and approaching storms and makes
recommendations if the weather is likely to alter campus class schedules or affect campus
events.
Assess availability of appropriate technologies for emergency response, including testing
emergency communication technologies, tracking and analyzing the speed of
communications, timing of messages, and communication delays.
Act as the district liaison with local law enforcement, fire agencies, emergency management
officials, and community leaders involved in emergency preparedness, response, and
recovery.
May oversee the school guardian program and serve as liason to the school resource officer
program.
Supervisory Responsibilities:
Supervise, evaluate, and recommend the hiring and firing of maintenance, transportation, warehouse, and food service supervisors and staff, and operations department clerical staff.*

*To meet the executive exemption test, the primary duty must be management and the employee must supervise at least two full-time employees.
