Director of Finance and Administration - SHINE Management

The Director of Finance and Administration is responsible for the company's finance and administration functions and other activities as described below. The Director of Finance and Administration will report to the CEO.

• Maintain appropriate financial controls and policies and procedures
• Maintain the finance and administrative functions
• Manage project cash and cash use including issuing payments, invoicing, managing drawdowns of shareholder cash to fund construction costs, etc.
• Review and optimize short, medium- and long-term capital needs and related financing arrangements
• Prepare all financial reports, including income statements, cash flow statements, balance sheets and reports to shareholders and lenders, as applicable
• Prepare and present budgets and reports for the Board and analyze discrepancies between actual and projected figures and suggest methods of improving as appropriate
  
• Manage yearly financial audit activities
• Update and maintain the financial model
• Work in close cooperation with the company's CEO to meet all requirements of the project documents
• Advise CEO/Board on any financial issues or potential risks that might affect the Project
• Manage financial, tax advisors, auditors and other consultants
• Follow risk management activities including insurance program and renewals in accordance with project documentation
• Advise CEO/Board toward achieving business plan targets per the financial model and annual budgets
• Stay abreast of any new or proposed USGAAP accounting standards and their impact to the project
• Stay abreast of any new or proposed legislation and its financial impact on the project
• Establish record repository and ensure complying with record retention standards outlined within the Project Documents
• Significant contributor to stakeholder and community relations activities

Requirement:

• 5-7 years of experience in project finance or construction accounting
• Degree in Accounting or Business Management

Preferred:

• CMA/CPA/CA designation preferred
• Experience in infrastructure/PPP projects and/or fiber optics environment is highly valuable

Qualifications:

• Proven ability to plan, organize, and prioritize effectively
• Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of financial management required
• Ability to interact with colleagues in a small, self-managed team structure
• Must be able to multitask in a fast-paced environment within a small team
• Strong Excel skills and understanding of complex financial models and analysis
