Job Description Summary

The Director of Fiscal Operations (DFO) is responsible for oversight and management of all administrative and financial activities of the Division of Translational Medicine & Human Genetics (TMHG) and works with the Division Chief as administrative and business partner. This includes responsibility for establishing and monitoring administrative policy and infrastructure; overseeing human resource functions, including managing salaries for all University personnel within the Divisions; providing leadership, professional development, and supervision to all staff, including training, mentorship and compliance oversight of research. This person will have full responsibility for the administration of research-related funds, gift and endowment funds, ADF and operating funds within Translational Medicine & Human Genetics (TMHG) and will have oversight of clinical financial activity. The DFO will have financial and administrative oversight of the Armellino Center of Excellence for Williams’ Syndrome (a Penn-CHOP collaboration) and the Penn Center for Genomic Medicine (PCGM) and provides business support for the Masters of Science in Genetic Counseling (MSGC) program. Furthermore, the DFO works alongside Chief to provide direction on strategic initiatives such as quality targets, growth opportunities, marketing, IT prioritization, access initiatives, and various areas of focused improvement by the health system in both the ambulatory and acute care setting. The position is responsible for all budgets and financial transactions processed within the Division and managing the Divisional financial and revenue cycle operations. Financial responsibilities include financial modeling, forecasting, budgeting, cost analysis, and report preparation across all University and clinical funds. Collaborate with Director of Clinical Programs on financial analyses and projections associated with faculty and clinical staff productivity, compensation and incentive programs.


The Director of Fiscal Operations reports to the Division Chief and Chief Academic & Research Officer, Department of Medicine, and will work collaboratively with Manger/Director of Clinical Programs to provide oversight of all divisional academic and clinical activities. Namely, the Director of Fiscal Operations will manage the divisional grant management team and provide administrative leadership for divisional faculty practice operations and finance. The DFO will have 5-6 direct reports with at least the following: Manager/Director of Clinical Programs, 2 Grants Managers, Grants Coordinator and Faculty Affairs Coordinator. This position will work directly with faculty, and administrators to monitor and ensure compliance and efficiency of grant activity, fiscal resources and controls. The Director of Fiscal Operations will be proficient in all electronic systems (PD, PennERA, Ben Financials and Business Warehouse) as well as utilizing reporting tools to develop and maintain metrics to enhance grant management.

Qualifications




Bachelor of Science, Bachelor of Arts, and 7 to 10 years or Master of Science, Master of Arts, in Business Administration, Accounting, Public Health or related field and 5-7 years' experience in an academic setting, with significant management responsibilities or equivalent combination of education and experience is required. Bachelor Degree Experience with and knowledge of contracts, pre and post grants administration practices. Thorough knowledge of applicable federal, state and local laws, regulations and policies. Management experience in a corporate or university setting. Demonstrated strong interpersonal skills to deal effectively and tactfully with people at all levels. Demonstrated ability to communicate effectively, both verbally and in writing.' Excellent organizational and computer skills, including word processing and spreadsheet applications. Demonstrated ability to exercise discretion in handling confidential and sensitive information. Ability to prioritize and juggle multiple projects simultaneously. Demonstrated proficiency with Hyperion budget tool and PENNWorks required. Must have thorough understanding of University and PSOM processes and deadlines, including annual budget process, sponsored programs budget process, SalInc, HR and payroll systems, Concur. Meticulous attention to detail.
