The East Hawaii Region of Hawaii Health Systems Corporation is seeking a Director of Food Quality & Training (Administrative Services Officer I) to direct quality and training within the culinary program at Hilo Benioff Medical Center. HBMC’s food and nutrition services include retail, catering, long-term care meals and patient room service. In collaboration with the Director of Nutrition & Food Service Operations, the Hospital Executive Chef and other managers with the department, the Director of Food Quality & Training is expected to plan, develop and implement quality plans for each program and the appropriate training to prepare meals safely and consistently. The position may also supervise assigned staff in the department and may be tasked with performance appraisals, department budgets, and clinical dietary programs.
Major Duties & Responsibilities
- Develops and implements food service-specific customer service, quality control, and financial goals and objectives consistent with operational and strategic plans.
- Selects and develops new recipes in the Ohana Café and for patients/residents.
- Standardizes production of recipes to ensure consistent quality and portion size.
- Ensures meals are prepared accurately in accordance with recipe and diet restrictions and served on time.
- Performs on-the-job training for new staff. This may include food preparation, cooking methods, patient dietary needs, customer service, room service applications.
- Performs the planning and costing of menus for the staff dining areas ensuring a varied and balanced menu within guidelines
- Estimates food consumption and identifies food quantities needed to purchase to meet estimates.
- Works collaboratively with the Purchasing Department in researching and evaluating new products suitable for culinary applications/environment; and in product specification, streamlining, and storage issues.
- Adheres to Health & Safety Regulations and Food Hygiene Regulations, recording daily food and refrigeration temperature, while keeping a safe, clean environment at all times.
- Initiates, creates, and/or reviews schedules for UPW and HGEA employees in alignment collective bargaining agreement.
- Performs performance appraisals of staff as appropriate and identifies opportunities and areas of growth and development for staff.
Education Requirements: Graduation from an accredited four (4) year college or university with a bachelor's degree. Excess work experience as described under the Specialized Experience below or any other progressively responsible administrative, professional or other analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.
Specialized Experience Requirement: Four (4) years of professional work experience which demonstrated responsibility for planning and coordinating program activities and solving operational problems involving administrative processes and the relationship between programs. Such experience must have demonstrated administrative abilities by completion of assignments or projects which involved administrative problems (i.e., conducting studies and analyses of programs, projects and services to assess effectiveness, adherence to program directives and achievement of goals and objectives, resource needs, cost and benefit factors, and other essential management concerns and recommending alternative courses of action to resolve problems and increase the effectiveness of operations and other concerns). The experience must have demonstrated a high degree of analytical skill involving the ability to identify information needs, collect and analyze data, identify problems and alternative solutions and their advantages and disadvantages and develop logical recommendations for a course of action, and the ability to read, comprehend and interpret complex material and draft comprehensive reports of findings and conclusions.
Preferred Qualifications: Experience in food service management in a high volume production environment strongly preferred.
Substitutions Allowed: A master’s degree in business administration, public administration, or personnel administration from an accredited college or university may be substituted for one (1) year of specialized experience.

* Rates listed for paid holidays, vacation and sick days are for 1.0 Full Time Equivalent (FTE) positions assigned to 8 hour shifts. Accruals for these benefits are otherwise prorated based on FTE.
Pre-Employment Health Requirements
Offers of employment will be contingent on successfully passing a pre-employment examination, which includes a drug screen and other regulatory medical requirements such as, but not limited to, a tuberculosis (TB) screen. The cost for drug screening and blood draw for QuantiFERON and Titers, shall be borne by the Hawaii Health Systems Corporation.
