Job Summary:
The Director of Health Economics and Market Access (HEMA) will work in close collaboration with R&D, Medical Affairs, Portfolio, and Corporate Strategy & Development to ensure competitive advantage and market access of Inogen’s Long Term Oxygen Therapy solutions by developing and executing strategies that integrate health economics, outcomes research and market access solutions across all stages of the product lifecycle to drive revenue growth. The position is responsible for the US market.
This position is responsible for identifying and prioritizing key programs where Health Economics and Market Access support will drive business results. Serve as the lead for health economics studies with both internal and external stakeholders and effectively drive favorable reimbursement outcomes for Inogen with a core focus on securing and increasing access to patients requiring long term oxygen therapy (LTOT). Serving as the lead on various global market access initiatives, this role will navigate the payor landscape and influence the payor decision-making process.
Responsibilities (Specific tasks, duties, essential functions of the job)
- Drives the development and execution of lifecycle economic evidence and market access strategies that enable global market access and commercial success.
- Partner with the Medical Affairs team to drive evidence generation from clinical programs and real-world evidence sources to substantiate and sustain product value proposition.
- Develop strong relationships with key external payors and their influencers, as the primary point of contact; work cross-functionally to accumulate feedback from KOLs/payors to drive relevant market access activities.
- Map local (United States) payors and access influencing networks.
- Manage, negotiate, and maintain favorable private sector reimbursement of all new and existing products.
- Develop and rollout an engagement strategy with payors and other relevant opinion leaders to support market access activities.
- Support reimbursement/pricing negotiations with payors.
- Drive payor tactical initiatives, including Payor value story, negotiation tools, congress communications, and training.
- Manage third party consultants to help evaluate threats and opportunities arising out of legislation, regulations, health technology assessments, health authorities, public and private payors & determine their implications alongside internal stakeholders.
- Lead the development of localized payor engagement tools to enable reimbursement of Inogen’s products by public and private payors with the intent to support US B2B and US DTC commercial teams to develop/win business.
- Ensure cross-functional alignment with other functional areas to ensure proper value communication with local payors via the different channels available.
- Shape and manage the external environment and the effect of payor/health policy through mapping the decision-making process, identifying the key stakeholders and influencing both the external and internal stakeholders to deal with them.
- Be a creative thinker who has demonstrated the ability to reduce strategic vision into written and oral communication tools.
- Translate market access knowledge into strategic roadmaps to drive targeted growth.

Knowledge, Skills, and Abilities
- Proven ability to model the financial & economic impact of product choices (e.g., budget impact models) in the medical device industry (required)
- Demonstrated familiarity with the analysis of healthcare claims databases and/or electronic medical records (preferred)
- Detailed knowledge of the US healthcare landscape, including payor/provider environment.
- Knowledge of real-world data and its application to support medical device development, regulatory approval, and patient access at an international level (preferred)
- Experience working closely with payors to gain reimbursement for DTC medical device solutions.
- Strong commercial acumen and payor negotiation skills
- Ability to work effectively with people at all levels in an organization.
- Ability to communicate strategy clearly and simply. Ease with executive-level interactions - ability to distill complex market access issues and strategies to highlighted insights and actionable recommendations in a concise and persuasive manner.

- Ability to use data to inform strategy.
- Willingness to travel ~20%
Qualifications (Experience and Education)
- Bachelor's degree in a related field, such as healthcare management, business administration, or life sciences; Advanced degree MS/MBA/MA, preferred.
- 8+ years in market access, healthcare policy, or reimbursement
- Experience with US public and private payors required;
- Medical device and/or technology sector industry experience preferred.
- Demonstrated knowledge of the US healthcare system and reimbursement landscape, preferred.
- Advanced knowledge/proficiency in Microsoft Office (PowerPoint, Word, Excel), required.
- Strong analytical skills and ability to interpret complex healthcare data, required.
- Excellent communication and presentation skills, with the ability to effectively engage with stakeholders at all levels, required.
- Proven ability to work effectively in a cross-functional team environment, required.
- Strong project management skills and ability to manage multiple projects simultaneously, required.
