Director of Housing Programs - Central City Health

• Develops and implements policies and plans for housing programs and grants so that services meet the guidelines set forth by accrediting, licensing, and funding bodies; monitors and evaluates program performance ensuring consistency with funder and professional standards. 
• In collaboration with the leadership team, identifies and assesses new or changing practice needs; analyzes the impact on the practice (including staff, facility, equipment, operating costs, etc.) and initiates actions necessary to accomplish proposed goals.   
• Facilitates necessary in-service training programs; develops or identifies educational opportunities for housing staff. 
• Develops practice needs/goals and budgets; determines agency-wide impact and advises ancillary personnel accordingly.
• Establishes goals, staff evaluation measures, and quality indicators for areas of responsibility consistent with organizational objectives; coaches’ housing staff in meeting programmatic goals and monitors plans of correction for any measures falling short of the established goal.
• Directs, supervises, and works collaboratively with the Housing Manager and/or Supervisors to assure that efficient operation of the PSH Programs as well as the Project Based partnerships and that program goals are obtained and maintained.
• Monitors program to ensure compliance with quality goals/outcomes and fidelity expectations. Ensures compliance with HUD, MSHDA, DWIHN, COC, and City of Detroit rules and regulations, including but not limited to data collection, submission of data, and grant reporting.
• Oversees the development and the monitoring of supportive services at LIHTC, and Project-Based Voucher programs, provides onsite per Memorandum of Understandings (MOUs), MSHDA rules and regulations and in compliance with all Federal, State, and local regulations.
• Provides reports of program evaluation measures, and quality indicators for areas of responsibility, consistent with organizational objectives.
• Oversees landlord relations and assists with conflict management for landlord and members as needed. 
• Develops strategies to expand the housing program, including City of Detroit programs. 
• Evaluates efficiency of employee performance and functional or clinical service process consistent with professional standards.
• Ensures all housing staff receive needed training in compliance with their credentialing requirements. 
• Promotes a culture of learning and growth, leadership, and service to vulnerable communities. 
• Remains current with housing best practices.
• Performs other duties as assigned by Leader and/or as indicated by program or grant/funding source.

•  Bachelor’s degree in business, public health, or healthcare administration required. 
•   Minimum of four (4) years of experience in permanent supportive housing programs required. 
• Five (5) years of recent leadership or progressive supervisory experience required.
• Must possess and maintain a current Michigan’s chauffeur’s license and favorable driving record is required. Candidates who do not have a chauffeur’s license may still apply but must acquire one within 30 days of employment; Demonstrated ability to adhere to State of Michigan driving laws, evidenced by maintaining an insurable driving record in accordance with CCIH commercial auto insurance carrier required.
• Knowledge of the Housing First HUD Practices
•  Knowledge of Permanent Supportive Housing, Rapid Re-Housing, and Housing Choice Voucher programs
• Knowledge of MSHDA’s LIHTC and Project-Based Voucher programs preferred.
• Experience in Microsoft Office, creating presentations and flowcharts highly preferred.
• Experience working with patients exhibiting severe and persistent mental illness preferred.
• Experience in managing multiple tasks simultaneously and meeting critical deadlines.
• Must maintain confidentiality relating to data in accordance with HIPAA guidelines. 
• Must have the ability and flexibility to adapt to changes determined by agency funding.
• Excellent written and verbal communication skills, including the ability to communicate with diverse partners and audiences. 
• Proven organizational and project management/coordination skills, including the ability to build and lead effective work teams, lead committees, and manage a diverse array of projects/tasks.
