Position Summary:
The Director of Human Resources is an experienced and dynamic Director with a unique skill set encompassing strategic HR leadership, payroll, and benefits administration. This role is responsible for overseeing a full spectrum of human resource functions, including talent acquisition, employee relations and administrative processing. Additionally, the incumbent plays a hands-on role in managing payroll processes and ensuring the effective administration of employee benefit programs.
With Charter Oak State College representing one of the six public institutes of higher education in the CSCU system, the individual in this role will interface and collaborate with CSCU system leadership and sister schools within the system to leverage best practices and policies on behalf of the State of Connecticut and the students served by the College
Example of Job Duties:
Under the direction of the Vice President for Administration & CFO, the Director of Human Resources is responsible for overseeing a full spectrum of human resource functions, including talent acquisition, employee relations and administrative processing through effective performance in these essential duties:
Talent Acquisition – Implement and execute effective talent acquisition strategies including broad sourcing methods to recruit top tier employees. End to end management will be required including the establishment of these new and replacement positions, coordinating interviews, negotiating classifications and offers, and facilitating seamless onboarding experiences for new hires. Maintaining and being strategic over the College organizational chart and HR databases will be crucial as the campus workforce consistently adapts to the offerings made to the student population.Employee Services – Building and maintaining strong relationships with department heads and campus staff will be critical to ensuring the workforce feels empowered throughout the year. It will be important that human resources represent themselves as a strong advocate and available resource for employees while additionally balancing that responsibility with being a workforce facilitator that promotes a fair and consistent approach to policy management. Interfacing with various supervisors to foster healthy performance evaluations and ensuring professional development opportunities are afforded equitably across the employee base will be critical in maintaining a positive workplace culture.
Wage & Benefit Operations – Process employee payroll and benefits within the State’s ERP systems utilizing preventive and detective quality control elements to ensure employee compensation is free of error. Compliance with State of Connecticut statutes and the terms of the local collectively bargained union agreements is equally important. Providing guidance to employees and handling the administrative work-through of FMLA leave, ADA accommodations, worker’s compensation, time accruals, unemployment and other employee related transactional processing will ensure workforce needs are achieved.
State of Connecticut & CSCU System Collaboration – Leverage various State and CSCU protocols and agency contacts to advance and maintain compliance related elements such as equal employment opportunities, employee assistance programs, diversity, labor investigations, civil rights, accessibility and other system and State objectives. Staying up to date on policies, procedures and relevant legislative and industry changes will keep the campus primed for current day and future issues
Minimum Qualifications:
Master’s degree from a regionally accredited institute of higher education with eight (8) years past experience in a human resource role responsible for interfacing directly with employees.
Incumbents are required to have demonstrated advanced knowledge and abilities in the following:
- Advanced knowledge and comfort utilizing Microsoft Office and a human resource ERP system in a workplace setting.
- Knowledge of employment practices related to civil rights, equal employment opportunity and compensation.
Candidates must possess proven ability to effectively work with culturally, linguistically, and ethnically diverse faculty, staff, and students. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.).
Preferred Qualifications:
- Human Resource Certification (i.e. SHRM, HRCI, etc.)
- Greater than 4 years’ experience conducting human resource operations in a higher education setting.
- Experience with CORE CT, the State of Connecticut’s ERP System.
Starting Salary:
Minimum Salary; $101,935 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits. The salary will be based on the selected candidate’s qualifications such as education and job-related experience, and internal equity.
